Role purpose

HSE leadership and project oversight

• Set HSE strategy, policies, procedures, standards, management systems, objectives, KPIs, programs, and annual plans.
• Integrate HSE into project planning, design, procurement, construction, handover, and operations; advise senior management and project leaders.
• Oversee project plans, risk assessments, method statements, contractor performance, site inspections, audits, and corrective actions.
• Manage controls for high-risk work including work at height, lifting, excavation, confined spaces, hot works, and construction traffic.

Risk, incident and emergency management

• Maintain risk management for construction, operations, environmental, and occupational health risks, and track applicable legal and standards changes.
• Lead investigations of incidents, accidents, near misses, and environmental events; analyze trends and drive preventive and corrective actions.
• Maintain emergency plans and coordinate relevant drills and exercises.

Contractors and environmental performance

• Set contractor, consultant, and supplier HSE prequalification and performance requirements; assess, monitor, and escalate performance concerns.
• Integrate environmental management into development and construction activities, covering waste, pollution, water, energy, emissions, and construction impacts.
• Support sustainability objectives and environmental initiatives or certifications; oversee environmental monitoring and compliance reporting.

Engagement and reporting

• Develop HSE awareness, training, and engagement for employees, contractors, and project teams, and promote visible leadership and accountability.
• Maintain HSE dashboards, KPIs, leading and lagging indicators, and performance reports; identify portfolio-wide improvement opportunities.
• Coach and develop HSE professionals and site teams.

Qualifications and experience

• Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or a related discipline.
• Professional HSE qualification such as NEBOSH International Diploma or equivalent.
• IOSH, ISO 45001 Lead Auditor, ISO 14001, or equivalent qualifications are advantageous.
• 8–12+ years of relevant HSE experience; property development, real estate, major construction, PMC, or engineering consultancy experience is preferred.
