Role overview

Lead HR, government relations, administration, and non-commercial purchasing as an integrated shared service supporting operations across Saudi Arabia.

Ensure processes are accurate, documented, compliant, and audit-ready, while developing a responsive shared-services team.

Leadership and reporting

  • Lead the shared-services team and establish KPIs and SLAs across its functions.
  • Set objectives with executive management and prepare monthly performance, cost, compliance, and improvement reports.

Human resources

  • Oversee recruitment, onboarding, contracts, performance management, and exits in line with Saudi Labor Law.
  • Ensure payroll and salary payments are accurate and timely through Mudad; calculate end-of-service benefits, leave, and overtime.
  • Manage GOSI registration and contributions, employee medical insurance, Nitaqat, Saudization, and compliant workforce plans.
  • Maintain labor regulations, HR policies, delegation of authority, and disciplinary procedures; coordinate training and development, including applicable HRDF programs.

Government relations

  • Manage company and employee transactions on Qiwa, Muqeem, and Absher Business.
  • Track and renew commercial registrations, Balady licenses, Civil Defense certificates, Chamber of Commerce membership, and other regulatory licenses.
  • Maintain a compliance calendar to prevent permits, licenses, and iqamas from expiring.

Administration and facilities

  • Manage offices, staff accommodation, company vehicles, leases, utilities, security, and cleaning across company sites.
  • Oversee fixed-asset custody, document control, records retention, travel, visas, and business support for employees and visitors.

Non-commercial purchasing

  • Manage purchasing for non-commercial goods and services under approved procurement policies and delegated authority.
  • Enforce competitive quotations, vendor registration and evaluation, and separation of requesting, approving, receiving, and paying duties.
  • Check supplier invoices for ZATCA e-invoicing and VAT compliance; escalate conflicts of interest and related-party transactions for approval.
  • Negotiate service contracts and monitor vendor performance against agreed SLAs.

Governance and systems

  • Design and maintain shared-services internal controls and support internal and external audits.
  • Handle employee and vendor data in line with the Personal Data Protection Law.
  • Drive HRMS, ERP, and procurement workflow adoption to reduce manual work and improve traceability.

Candidate requirements

  • Bachelor's degree in Business Administration, Human Resources, or a related field.
  • 10 or more years of experience, including at least 5 years in a managerial role covering HR, government relations, and administration in Saudi Arabia.
  • Strong working knowledge of Saudi Labor Law and Qiwa, Muqeem, GOSI, Mudad, and Absher Business.
  • Experience with procurement controls, delegation-of-authority matrices, and audit requirements.
  • Fluency in written and spoken Arabic and English.

Preferred qualifications

  • A master's degree or CIPD, SHRM, or CIPS certification is a plus.
  • Experience in logistics, transportation, or contracting is preferred; listed-company experience is an advantage.
