About the role

Group HR strategy and talent

• Develop group people strategy and consistent HR frameworks, policies, and processes across businesses.
• Advise the CEO and senior leaders on organizational design, workforce planning, succession, and leadership development.
• Oversee senior and business-critical hiring, talent pipelines, employee engagement, retention, and career progression.
• Introduce HR metrics, dashboards, and management reporting.

Rewards and performance

• Lead group compensation structures, salary bands, grades, reward frameworks, and market benchmarking across Qatar and relevant GCC markets.
• Develop salary-review and incentive processes and oversee policies for allowances, benefits, insurance, and end-of-service provisions.
• Establish performance frameworks, measurable objectives, KPIs, and learning and development aligned with business needs.

Compliance and government relations

• Oversee employment, labour, immigration, residency, work-permit, visa, documentation, and government-approval compliance.
• Lead PRO and government-relations activities, maintain authority relationships, and ensure timely processing and renewals.
• Establish compliance monitoring, reporting, escalation, recordkeeping, and audit-support mechanisms.

Systems, employee relations, and team

• Maintain HR policies and governance, improve processes, and lead effective use of HR technology and HRIS platforms.
• Develop HR analytics and reporting on workforce, recruitment, turnover, compensation, absenteeism, and performance.
• Guide complex employee relations, disciplinary, and grievance matters and manage employment risks.
• Lead and develop the HR team, service standards, objectives, KPIs, and the balance of group and business-unit HR activities.

Essential experience

• Bachelor's degree in Human Resources, Business Administration, Management, or a related discipline.
• 10–15+ years of progressive HR experience, including substantial senior HR leadership exposure.
• Strong FMCG, consumer goods, retail, or similarly operationally intensive industry experience.
• GCC/Middle East experience is essential; Qatar experience is highly desirable.
• Strong understanding of GCC employment, immigration, and government-related HR requirements.
• Experience in multi-entity compensation and benefits, PRO and government relations, and employee documentation.
• Track record improving HR policies, processes, systems, governance, organizational development, workforce planning, and talent management.
• Experience working with CEOs, business owners, senior executives, and government stakeholders; strong commercial orientation.
• Fluency in Arabic and English is essential.

Desirable background and attributes

• Hospitality, hotels, leisure, property, diversified groups, family-owned organizations, or multi-entity businesses are desirable backgrounds.
• HRIS/ERP implementation, transformation, restructuring, or rapid-growth experience is advantageous.
• The ideal candidate is strategic and hands-on, commercially minded, influential, discreet, and capable of building structure and consistency.
