Prepares accurate, competitive cost estimates and commercial proposals for major Oil & Gas projects.
The discipline scope may be Civil, Mechanical, or Electrical.
Responsibilities
- Review tender packages, scope, ITT documents, specifications, commercial terms, and engineering drawings.
- Estimate materials, labor, equipment, subcontractors, site logistics, overheads, and contingencies.
- Perform quantity take-offs for civil/structural, mechanical/piping, or electrical/instrumentation scopes.
- Analyze vendor and subcontractor quotations for price and technical compliance.
- Assess risks, commercial implications, and site constraints for bid allowances.
- Attend pre-bid meetings, site visits, clarifications, and post-bid negotiations.
- Prepare technical and commercial proposal submissions.
- Prepare BOQs, unit rates, bid evaluations, RFQs, risk assessments, and cost-optimization reviews.
Requirements and qualifications
- Bachelor’s degree in Civil, Mechanical, or Electrical Engineering.
- At least 5–8+ years in cost estimation and tendering within Oil & Gas.
- Relevant project contexts include upstream, downstream, petrochemical, and offshore/onshore EPC.
- Strong proficiency in estimation software and advanced MS Excel.
- Understand Oil & Gas standards, contract types, and procurement processes.
- Strong analytical, communication, and negotiation skills with attention to detail.
Tools and domain knowledge
- Estimation tools may include CCS Candy, Primavera Enterprise, Cleopatra Enterprise, CostX, specialized cost databases, or proprietary EPC databases.
- Excel examples include VLOOKUP, Index/Match, Pivot Tables, and Macros.
- Relevant contract knowledge includes FIDIC, Lump Sum, Unit Rate, Cost-Plus, LSTK, EPC, and Schedule of Rates.
