Role overview

Key responsibilities

• Lead procurement, tendering, contract administration, and commercial governance across the division.
• Develop procurement and contracting strategies aligned with business objectives and project delivery requirements.
• Oversee vendor prequalification, RFPs, tender evaluations, negotiations, and contract awards.
• Lead commercial negotiations for major construction, consultancy, hospitality, and infrastructure contracts.
• Manage contract administration, compliance, risk mitigation, and change management.
• Establish procurement policies, procedures, and governance frameworks aligned with international best practices.
• Drive value engineering, cost efficiency, and procurement optimization across projects.
• Build strategic relationships with contractors, consultants, suppliers, and key stakeholders.
• Collaborate with Development, Design, Projects, Finance, Legal, and Executive Management.
• Lead, mentor, and develop the procurement and contracts team.

Requirements

• Bachelor’s degree in Quantity Surveying, Commercial Management, Engineering, Construction Management, Supply Chain, or a related discipline.
• 15+ years of experience in Procurement, Contracts, Commercial Management, or Quantity Surveying.
• Experience leading both Procurement and Contracts functions for a major real estate developer, master developer, or development authority.
• Experience with high-rise residential, luxury hospitality, mixed-use, and large-scale master-planned developments.
• Extensive knowledge of construction procurement, contract administration, and commercial management.
• Strong understanding of FIDIC contracts, procurement best practices, and contract governance.
• Success managing large procurement budgets and complex commercial negotiations.
• Strong leadership, stakeholder management, and team development capabilities.
• A master’s degree or MRICS, MCIPS, PMP, or equivalent certification is highly preferred.
