Leads operator oversight, revenue optimisation, lifecycle planning, asset assurance and stakeholder integration.
Asset ownership and strategy
- Own on-street, off-street, structured, surface, remote, park-and-ride and shared parking assets.
- Develop city-wide strategy, operating model, governance, service standards and investment priorities.
- Assess in-house, partnership and future design/develop/build/operate delivery models; clarify accountabilities across city functions, venues, developers and operators.
- Provide executive reporting on performance, risks, commercial opportunities, investment needs and decisions.
Commercial performance
- Own business plans, revenue strategy, pricing principles, demand assumptions, budgets, forecasts and commercial targets.
- Optimise returns through tariffs, yield management, permits, subscriptions, validations, event pricing, partnerships and ancillary revenue.
- Evaluate management, concession, revenue-share and hybrid models; monitor income, costs, leakage, utilisation, margin and ROI and correct underperformance.
- Partner with Finance, Legal and Procurement on controls, audits, contractual protections and reporting.
Operator procurement and performance
- Lead operator requirements, procurement scopes, evaluation criteria, mobilisation plans and performance specifications.
- Manage senior operator and partner relationships and govern KPIs, service levels, incentives, deductions, audit rights and escalations.
- Ensure operators maintain capable leadership, trained staff, robust procedures and Saudi workforce development plans.
Asset lifecycle and assurance
- Set standards and lifecycle plans for condition, availability, maintenance, cleanliness, lighting, signage, equipment, systems, accessibility and customer facilities.
- Assure design reviews, stage gates, testing, commissioning, handover and operational acceptance.
- Coordinate maintenance assurance with O&M while retaining asset-owner oversight; prioritise renewal and capital investment by condition, risk, customer impact, revenue and whole-life cost.
Operations, technology and leadership
- Ensure dependable daily operations and safe capacity for events, peak periods and special activations; coordinate with relevant transport, security, medical, logistics, technology, venue and event teams.
- Require event, staffing, traffic-interface, incident, continuity and service-recovery plans; use post-event reviews to improve readiness and customer experience.
- Set customer standards and define technology, revenue-control, data, dashboard and integration requirements; ensure legal, municipal, safety and contractual compliance.
- Build and lead the asset management team; develop Saudi parking capability through recruitment, mentoring, knowledge transfer and professional development.
Qualifications and experience
- Bachelor's degree in business, finance, property, asset management, transport, engineering, operations management or a related discipline.
- Relevant postgraduate qualification or professional certification in parking, asset management, property, commercial management or operations is advantageous.
- Substantial senior parking-industry leadership, including direct operational and commercial management of significant portfolios.
- Detailed knowledge of Saudi parking markets, regulation, customer expectations and operators; accountability for revenue, pricing, budgets and profitability.
- Experience procuring, mobilising and managing operators; asset lifecycle planning, maintenance assurance and facility handover.
- Large-event or major-destination experience is strongly preferred; proven people leadership, executive reporting and stakeholder management.
