Role overview

Owns Qiddiya’s municipal parking assets and leads commercial and operating models, governance, and performance frameworks.

The portfolio includes on-street, off-street, structured, surface, remote, park-and-ride, and shared parking assets.

The role covers operator procurement and oversight, revenue optimization, lifecycle planning, asset assurance, and stakeholder integration.

Strategy and commercial performance

  • Develop the city-wide parking strategy, operating model, governance framework, service standards, and investment priorities.
  • Recommend delivery models, including in-house operations, commercial partnerships, and future design-develop-build-operate arrangements.
  • Own the business plan, revenue strategy, pricing principles, demand assumptions, budgets, forecasts, and commercial targets.
  • Optimize returns through tariffs, yield management, permits, subscriptions, validations, event pricing, partnerships, and ancillary revenue.
  • Monitor income, operating costs, leakage, utilization, margin, and return on investment; lead corrective action where needed.
  • Work with Finance, Legal, and Procurement on commercial controls, audit requirements, contractual protections, and reporting.

Operators, lifecycle, and readiness

  • Lead operator procurement requirements, scopes, evaluation criteria, mobilization plans, and performance specifications.
  • Govern operator relationships, contractual KPIs, service levels, incentives, deductions, audit rights, and escalations.
  • Set asset standards and lifecycle plans for condition, availability, maintenance, cleanliness, lighting, signage, equipment, systems, accessibility, and customer facilities.
  • Assure operability through design reviews, stage gates, testing, commissioning, handover, and operational acceptance.
  • Prioritize renewals and capital investment using asset condition, operational risk, customer impact, revenue potential, and whole-life cost.
  • Ensure daily operations can scale safely for major events, peak periods, and special activations; coordinate event parking with relevant teams and organizers.
  • Require operators to maintain event plans, staffing and traffic arrangements, incident procedures, business continuity, and service-recovery plans.
  • Use post-event reviews and performance data to improve capacity planning, commercial outcomes, customer experience, and future readiness.

Customer experience and leadership

  • Establish customer standards for access, wayfinding, payment, assistance, complaints, accessibility, and service recovery.
  • Define parking technology, revenue-control, data, dashboard, and system-integration requirements with relevant teams.
  • Ensure compliance with applicable Saudi legislation, municipal requirements, permits, safety standards, contracts, and Qiddiya governance.
  • Build and lead a high-performing parking asset management team with clear accountabilities, objectives, and succession plans.
  • Develop Saudi parking capability through recruitment, mentoring, knowledge transfer, professional development, and leadership opportunities.
  • Promote commercial discipline, customer focus, safety, accountability, collaboration, and continuous improvement.

Requirements

  • Bachelor’s degree in business, finance, property, asset management, transport, engineering, operations management, or a related discipline.
  • Relevant postgraduate qualification or professional certification in parking, asset management, property, commercial management, or operations is advantageous.
  • Substantial senior leadership experience in parking, including direct operating and commercial management of significant portfolios.
  • Detailed knowledge of Saudi Arabia’s parking market, regulatory environment, customer expectations, and operator landscape.
  • Demonstrated accountability for parking revenue, pricing, yield, budgets, commercial models, revenue control, and portfolio profitability.
  • Experience procuring, mobilizing, and managing parking operators or service partners through contracts and performance frameworks.
  • Strong experience in asset lifecycle planning, maintenance assurance, operational readiness, and facility handover.
  • Large-event, high-volume destination, mixed-use development, municipal, airport, or major visitor-attraction experience is strongly preferred.
  • Proven people leadership, executive reporting, and stakeholder management across government, developers, operators, and corporate functions.
