The Sharjah Council for Higher Education and Scientific Research (SCHESR) is an advisory body established by Amiri Decree No. (14) of 2025.

The Council aims to advance the higher education and scientific research ecosystem in the Emirate of Sharjah by promoting quality and excellence standards, fostering integration among higher education institutions, and supporting a research environment that drives innovation and sustainable development.

Job Description

The Director of Strategic Planning and Institutional Excellence is responsible for leading and advancing the strategic planning and institutional excellence framework for the higher education sector in the Emirate of Sharjah.

The role ensures the alignment of higher education institutions’ plans and initiatives with national development goals and the strategic priorities of the United Arab Emirates.

The role oversees the development of academic programs and research capabilities, enhances institutional integration among relevant stakeholders, and advances the data and strategic indicators framework.

Furthermore, the Director leads efforts to leverage advanced analytics and artificial intelligence technologies to support decision-making, while monitoring institutional and academic performance alongside local and international rankings.

This contributes to elevating the quality of education and scientific research outcomes, while strengthening the institutional leadership and competitiveness of higher education institutions across the Emirate of Sharjah.

Key Responsibilities

  • Lead and develop strategic planning for the higher education sector in alignment with national priorities and the Emirate’s strategic directions.
  • Align the strategies of higher education institutions with the Council’s strategic objectives, enhancing coordination and integration among them.
  • Develop the academic program frameworks and foster leadership and innovation within higher education.
  • Support the growth and development of academic and research talent to elevate the overall quality of education and scientific research.
  • Oversee the management of institutional data and analytics, leveraging them to support policy formulation and decision-making.
  • Monitor performance indicators and benchmark rankings to boost the competitiveness of higher education institutions.

Qualifications

  • Master’s degree or Ph.D. in Strategic Planning in Education, Higher Education Management, Policy and Leadership in Education or any related field.

Experience Required

  • Minimum of 15 years of experience in strategic planning, higher education management, educational policy development, or a related field.

Skills And Competencies

  • High leadership and management skills with the ability to lead and motivate teams to achieve strategic objectives.
  • Proven experience in strategic planning, policy formulation, and development initiatives within the higher education sector.
  • Ability to analyze institutional data and indicators to extract actionable recommendations that support decision-making.
  • In-depth knowledge of global trends and best practices in higher education and scientific research.
  • Advanced skills in project management and tracking the execution of strategic initiatives. strategic initiatives.
  • Ability to build partnerships and coordinate effectively with higher education institutions and relevant key stakeholders.
  • Strong skills in preparing studies, reports, executive presentations, and submitting recommendations to senior management.
  • Exceptional communication, presentation, and persuasion skills in both Arabic and English.
  • Ability to work effectively in a dynamic environment and manage priorities effectively.
  • Proficiency in utilizing analytical tools, reporting systems, performance management frameworks, and strategic indicators.
