Role purpose and scope
Lead end-to-end delivery of a major freight rail project in Saudi Arabia, from mobilization through commissioning and handback.
Accountable for safe, predictable, high-quality delivery across scope, schedule, cost, interfaces, and stakeholder coordination.
The role reports to the Project Director and has direct or matrix interfaces with package, construction, engineering, quality, document control, and HSE teams.
Delivery and construction
- Own assigned corridor, yard, terminal, depot, civil, track, or rail-systems scope against agreed scope, schedule, cost, and quality targets.
- Develop delivery plans, package strategies, and production priorities; set clear accountabilities and measurable outputs.
- Lead construction readiness, mobilization, and execution, including logistics, temporary works, work packs, permits, and sequencing.
- Drive productivity and remove constraints related to resources, access, approvals, materials, or design queries.
- Manage rail construction staging, including safe coordination near operational areas where applicable.
Safety, quality, and interfaces
- Lead HSE compliance through toolbox talks, site inspections, incident prevention, and corrective actions.
- Own ITPs, inspections, NCR closure, punch lists, test packs, traceability, and quality records; prepare for commissioning and handback.
- Resolve interfaces across track, civil works, signaling, telecoms, power, depots, terminals, utilities, and third-party works.
- Maintain an active interface matrix and coordinate permits, access, utility diversions, and traffic management.
Planning and commercial delivery
- Maintain 2–6-week lookahead plans and rolling execution schedules with Planning and Project Controls.
- Own progress metrics, production reporting, and constraint logs; drive resequencing, resource leveling, acceleration, and productivity recovery actions.
- Identify changes early and support contract notifications, claims, and variations with contemporaneous site records.
- Minimize rework and nonproductive time; contribute to subcontractor performance management and change-impact evaluation.
Leadership and handover
- Lead multidisciplinary teams, coach package managers and supervisors, and chair daily and weekly delivery, constraint, and interface meetings.
- Provide factual updates on risks, mitigations, and required decisions to the Project Director and client counterparts.
- Plan section completion, testing readiness, commissioning support, and staged handovers.
- Ensure as-builts, applicable O&M inputs, test evidence, and handover packs are complete and accepted.
Essential experience and qualifications
- Strong delivery or construction management record on major infrastructure projects; freight or heavy-haul rail experience is preferred.
- Demonstrated ability to lead complex site execution involving multiple contractors and high interface density.
- Strong planning and production management, lookahead, constraint-removal, and progress-reporting competence.
- Proven site HSE and quality compliance leadership; excellent stakeholder management and communication across multicultural teams.
- Bachelor’s degree in Civil Engineering, Construction Management, Rail Engineering, or a similar field.
- Valid driving license and willingness to travel or stay near remote sites as required.
Desirable experience and qualifications
- Saudi Arabia or wider Middle East project experience is desirable.
- Rail systems integration and commissioning-readiness familiarity is desirable.
- FIDIC/PMC delivery and supervision-consultant experience are desirable.
- Professional registration is desirable; safety leadership training is also noted.
Location and work model
- Saudi Arabia project location; site-based with travel across the corridor, depots, and terminals as required.
- New employees must attend an in-person Day 1 onboarding at an AECOM office.
