We are seeking an accomplished and commercially astute
Contracts Manager
to lead the Company's contract management function across its construction and infrastructure projects in Qatar.
This senior leadership role is responsible for safeguarding the Company's commercial and contractual interests through effective contract administration, risk management, claims strategy, contract negotiations, dispute resolution, and governance oversight.
The successful candidate will serve as the principal contractual advisor to senior management while ensuring contractual compliance, maximizing commercial recovery, and minimizing project risks throughout the project lifecycle.
Contract Strategy & Leadership
- Develop and implement contract management strategies that protect the Company’s commercial, contractual, and legal interests.
- Lead the administration and governance of contracts, subcontracts, consultancy agreements, and commercial agreements across the project portfolio.
- Ensure contractual obligations, deliverables, rights, and responsibilities are effectively managed and communicated across all projects.
Contract Review & Risk Management
- Review tender documents, contract conditions, specifications, and commercial requirements to identify contractual risks and opportunities.
- Develop mitigation strategies and provide contractual recommendations prior to contract execution.
- Monitor contractual exposures and proactively manage risks affecting project performance, profitability, and compliance.
Claims & Commercial Management
- Lead the preparation, negotiation, and resolution of:
- Variations
- Extension of Time (EOT) claims
- Prolongation claims
- Disruption claims
- Contractual entitlements
- Ensure timely submission and administration of contractual notices and commercial recovery opportunities.
- Maximize project profitability through effective claims management and commercial protection.
Contract Negotiation & Dispute Resolution
- Lead commercial and contractual negotiations with clients, consultants, subcontractors, and suppliers.
- Support dispute avoidance, mediation, adjudication, arbitration, and litigation processes when required.
- Coordinate with legal advisors and executive management on complex contractual matters and dispute strategies.
- Secure commercially favorable outcomes while maintaining strategic business relationships.
Contract Governance & Compliance
- Establish and maintain contract administration procedures, governance frameworks, and compliance controls across all projects.
- Monitor project execution to ensure adherence to contractual obligations, milestones, deliverables, and reporting requirements.
- Ensure contractual correspondence, notices, approvals, and documentation are managed in accordance with contractual requirements and timelines.
Change Management & Variations Control
- Oversee the contractual administration of change orders, variations, instructions, amendments, and scope modifications.
- Ensure all changes are properly evaluated, documented, negotiated, approved, and incorporated into contractual records.
- Assess the commercial and contractual impact of changes on project cost, schedule, and performance.
Stakeholder Management & Advisory
- Act as the principal contractual advisor to senior management, project teams, commercial departments, and operational stakeholders.
- Provide expert guidance on contract interpretation, risk allocation, compliance obligations, and commercial implications.
- Build and maintain strong relationships with clients, consultants, subcontractors, legal advisors, and key stakeholders.
Performance Monitoring & Reporting
- Monitor contract performance, claims status, risk exposure, and contractual compliance across the project portfolio.
- Prepare executive-level reports, contractual risk assessments, claims registers, and commercial performance summaries.
- Provide strategic insights and recommendations to support business decisions and project success.
Team Leadership & Development
- Lead, mentor, and develop Contracts, Commercial, and Quantity Surveying teams.
- Promote contractual awareness, governance, accountability, and commercial excellence across the organization.
- Drive continuous improvement initiatives and establish best practices within the contracts function.
Project Closeout & Final Accounts
- Oversee project closeout activities, including:
- Final account negotiations
- Contract settlements
- Release of contractual obligations
- Warranties and guarantees
- Contract completion requirements
- Ensure all commercial and contractual matters are properly finalized and documented.
Qualifications
- Bachelor’s Degree in:
- Quantity Surveying
- Construction Management
- Civil Engineering
- Commercial Management
- Law
- Or a related discipline.
- Professional certifications such as:
- MRICS
- MCIArb
- CCM
- PMP
- Or equivalent contractual/commercial qualifications are highly preferred.
Experience
- 10–15 years of progressive experience in:
- Contract Management
- Commercial Management
- Claims Administration
- Quantity Surveying
- within construction, infrastructure, EPC, fit-out, or major contracting environments.
Technical Expertise
- Strong knowledge of:
- FIDIC Contracts
• Bespoke Construction Contracts
- Contract Administration
- Claims Management
- Variations
- Extension of Time (EOT) Claims
- Dispute Resolution
• Commercial Risk Management
- Proven ability to manage complex contractual matters on large-scale construction projects.
Qatar & GCC Experience
- Minimum 5 years of GCC construction market experience.
- Strong understanding of:
• Qatar Civil Code
- Commercial Law
• Regional Dispute Resolution Forums
- Established relationships with clients, consultants, contractors, and legal advisors within the Qatar market are highly desirable.
Systems & Technology
- Experience using:
- Aconex
- Procore
- SAP Ariba
- Oracle Contracts
• Contract Management Platforms
- Strong commercial reporting and document management capabilities.
Preferred
- Arabic language proficiency is an advantage.
- Strong leadership, negotiation, communication, and stakeholder management skills.
- Demonstrated success in protecting contractual entitlements and improving commercial performance.
