Commercial controls and reporting

• Govern standard cost and commercial reporting formats; maintain insurance, guarantee, and warranty databases; compile and validate commercial data.
• Manage executive risk reporting and develop Project Cost Reports, commercial executive reports, and cashflows in Unifier, integrating platforms for consistent data.
• Prepare consolidated programme cost reports for agreed stakeholders; compile annual budgets and monthly cashflow reports for client review and approval.
• Produce cost benchmarks for tender prices, professional fees, construction, efficiency, and KSA market inputs; issue templates and elemental cost plan formats to PMCs.
• Prepare programme-wide cashflow, cost, trend, and change reports; review cost risks and opportunities and update baseline budget changes.
• Link cost breakdown and work breakdown structures with schedule, including earned value, and support the business plan exercise.

Procurement, risk, and leadership

• Review procurement guidelines for bills of quantities and tender documents and establish standards for PMCs.
• Participate in programme change-control procedures and advise the client on commercial strategy.
• Provide portfolio risk management and assurance; consolidate PMC risk registers into programme and departmental registers for escalation and reporting.
• Lead contracts, risk, and support service departments and ensure timely commercial deliverables throughout the project lifecycle.

Qualifications and experience

• Bachelor's degree in engineering or quantity surveying and at least 20 years of post-graduation experience.
• MRICS, CIOB, or equivalent recognized professional membership; prior experience as a Commercial Director.
• Commercial experience on major civil and infrastructure projects, including urban development, roads, bridges, and utilities, with significant procurement and contract management experience.
• Experience managing direct reports and teams of more than 20 people; experience with international contracting mechanisms including FIDIC and NEC.
• Experienced user of Microsoft Office with understanding of project management software; fluent written and spoken English.
