Civil Estimation Manager - Infrastructure

Role purpose

Estimation and tendering

• Lead estimates from tender receipt through submission; review tender documents, drawings, specifications, BOQs, scopes, and contractual requirements.
• Prepare detailed estimates, BOQs, quantity take-offs, rate analyses, pricing, tender summaries, cost comparisons, and final pricing recommendations.
• Obtain supplier and subcontractor quotations, evaluate commercial compliance, and identify risks, exclusions, assumptions, and commercial qualifications.
• Ensure submissions are accurate, competitive, and delivered by agreed deadlines.

Infrastructure costing

• Estimate earthworks, excavation, backfilling, roads, asphalt, concrete, utilities, drainage, sewerage, water networks, and associated infrastructure.
• Analyze material, labor, plant, equipment, and subcontractor costs; develop project-specific unit rates using market conditions, historical data, and quotations.
• Review productivity norms and construction methods; maintain and update the cost database and rate library.

Commercial and contract review

• Review tender conditions, contract requirements, specifications, and commercial terms; identify contractual risks, scope gaps, variations, and cost implications.
• Coordinate tender clarifications and qualifications with commercial and contracts teams.
• Support negotiations with clients, consultants, suppliers, and subcontractors, including post-tender negotiations and clarifications.

Team and business support

• Lead, mentor, and supervise the estimation team; allocate work according to priorities and deadlines.
• Review and validate estimates prepared by estimators and quantity surveyors and establish quality checks to reduce errors.
• Develop estimation procedures, templates, and best practices to improve efficiency and accuracy.
• Work with Business Development and Civil teams on upcoming opportunities, preliminary estimates, project viability, margins, and commercial risks.
• Monitor UAE construction market rates, subcontractor pricing, and material costs.

Experience and education

• Bachelor's degree in Civil Engineering, Quantity Surveying, Construction Management, or a related discipline.
• 10 or more years of estimation and tendering experience, preferably in civil infrastructure and construction.
• At least five years in a senior estimation or estimation management role.
• Strong UAE infrastructure project experience is preferred.
• Proven estimating experience in roads, utilities, drainage, earthworks, and associated infrastructure works.

Technical and professional requirements

• Strong understanding of BOQ preparation, quantity take-offs, rate analysis, and cost planning.
• Experience evaluating subcontractor and supplier quotations and knowledge of construction methods and productivity norms.
• Good knowledge of UAE market rates and local subcontractor and supplier markets.
• Strong knowledge of AutoCAD, MS Excel, and estimation or tendering software.
• Primavera P6 or similar planning software knowledge is an advantage.
• Strong analytical, commercial, negotiation, communication, and stakeholder management skills.

Preferred project experience

• Preferred project backgrounds include roads and highways, infrastructure development, stormwater and drainage, sewerage and water networks, earthworks and excavation, and utility networks.
• Also preferred are road and asphalt works, bridges and civil structures, government or semi-government infrastructure, and large residential or mixed-use infrastructure developments.
