Role purpose

Strategy and project oversight

• Develop HSE strategy, policies, procedures, standards, and management systems; set objectives, KPIs, programmes, and annual plans.
• Integrate HSE into planning, design, procurement, construction, handover, and operations; advise senior management and project leaders.
• Maintain HSE governance, reporting, documentation, and management reviews.
• Oversee project HSE performance and contractor, consultant, and subcontractor compliance.
• Review HSE plans, risk assessments, method statements, and emergency response plans.
• Conduct site inspections, audits, and management walkthroughs, and drive corrective actions.
• Ensure controls for work at height, lifting, excavation, confined spaces, hot works, and construction traffic.

Risk, compliance and incident response

• Maintain HSE risk management covering construction, operations, environmental, and occupational health risks.
• Ensure compliance with UAE legislation, authority requirements, and relevant international standards; track changes and update company requirements.
• Lead investigations of significant incidents, accidents, near misses, and environmental events; monitor trends and implement corrective and preventive actions.
• Maintain emergency preparedness plans and coordinate drills and exercises.

Contractors, environment and performance

• Set HSE prequalification and performance requirements for contractors, consultants, and key suppliers; support evaluation and mobilisation.
• Monitor contractor performance through audits, inspections, and reviews; escalate significant non-compliance and drive corrective actions.
• Integrate environmental management into development and construction and monitor waste, pollution, water, energy, emissions, and construction impacts.
• Support sustainability objectives and environmental certifications or initiatives; ensure environmental monitoring and compliance reporting.
• Develop HSE awareness, training, and engagement; promote visible leadership and accountability.
• Maintain HSE dashboards, KPIs, leading and lagging indicators, and reports; identify performance trends and improvement opportunities.
• Coach and develop HSE professionals and site teams.

Qualifications

• Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or a related discipline.
• Professional HSE qualification such as NEBOSH International Diploma or equivalent.
• IOSH, ISO 45001 Lead Auditor, ISO 14001, or equivalent qualifications are advantageous.

Experience and skills

• 8–12+ years of relevant HSE experience; property development, real estate, major construction, PMC, or engineering consultancy experience is preferred.
• Strong experience across property development and/or large-scale construction projects and managing multiple projects, contractors, and stakeholders.
• Strong knowledge of UAE HSE legislation, regulatory requirements, construction safety, HSE systems, audits, risk assessments, incident investigations, and contractor management.
• Strong understanding of environmental management and sustainability in development and construction.
• Ability to engage with senior management, project directors, consultants, contractors, and regulatory authorities.
• Strong leadership, communication, analytical, and stakeholder management skills.
