Role purpose

Lead development, implementation, and continuous improvement of Arada's HSE framework across its property development portfolio.

Provide strategic and operational HSE leadership across projects, construction, contractors, consultants, communities, and corporate operations.

Ensure compliance with UAE legislation, regulatory requirements, international standards, and internal policies.

HSE leadership and project oversight

  • Develop HSE strategy, policies, procedures, standards, systems, objectives, KPIs, programmes, and annual plans.
  • Integrate HSE into planning, design, procurement, construction, handover, and operations; advise senior management and project leaders.
  • Oversee project and contractor compliance; review plans and risk assessments; conduct site inspections, audits, and walkthroughs.
  • Manage controls for high-risk work, including heights, lifting, excavation, confined spaces, hot works, and construction traffic.

Risk, incidents and environment

  • Maintain risk management for construction, operational, environmental, and occupational health risks; monitor regulatory changes and update company requirements.
  • Investigate significant incidents, accidents, near misses, and environmental events; monitor trends and corrective and preventive actions.
  • Maintain emergency plans and coordinate drills; establish contractor prequalification and performance requirements and address non-compliance.
  • Monitor waste, pollution, water, energy, emissions, and construction impacts; support sustainability initiatives and environmental reporting.

Culture and performance

  • Develop HSE awareness, training, and engagement; promote visible leadership and accountability.
  • Maintain HSE dashboards, KPIs, indicators, and reports; identify portfolio-wide improvement opportunities.
  • Coach and develop HSE professionals and site teams.

Qualifications

  • Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, or a related discipline.
  • Professional HSE qualification such as NEBOSH International Diploma or equivalent.
  • IOSH, ISO 45001 Lead Auditor, ISO 14001, or equivalent additional qualifications are advantageous.

Experience

  • 8–12+ years of relevant HSE experience, preferably with a property developer, real estate group, major construction organisation, PMC, or engineering consultancy.
  • Strong experience across property development and/or large-scale construction projects.
