Role purpose

First in-country People Experience hire in Saudi Arabia, responsible for end-to-end HR operations for every Group entity in the Kingdom.

Reports to the Group Head of HR (PX) Operations and partners with HR business partners and leadership; builds core processes and maintains entity compliance.

Government relations and Saudization

  • Own HR government platforms for Saudi entities, including Qiwa for work permits, contracts, and transfers; Muqeem and Absher Business for iqamas and exit processes; and GOSI for registrations, wage updates, and injury reporting.
  • Act as the entities’ contact with MHRSD and related authorities, with support from the Group PRO team.
  • Track Nitaqat bands and profession-specific localization, model hiring and exit impacts, and advise leaders on compliant workforce plans.

Employee lifecycle and compliance

  • Manage screening, offers, contracts, onboarding, probation, transfers, contract changes, resignations, terminations, end-of-service calculations, and exit clearance.
  • Provide accurate monthly payroll inputs and maintain accurate, consistent employee records in the Group PX system and employee files.
  • Monitor labour-law changes and begin renewals early for iqamas, work permits, passports, and medical insurance.
  • Adapt Group policies to Saudi-compliant practice and maintain entity work regulations and disciplinary schedules.
  • Advise local leaders on employee relations, performance, discipline, and grievances, partnering with HR business partners to support Group policy compliance.

Providers, office, and reporting

  • Hold medical insurance, recruitment, and government-services providers accountable to agreed service levels.
  • Support office setup and management, including facilities, workspace, equipment, new-joiner access, and visit visas for Group colleagues.
  • Report monthly on headcount, Saudization, permits, and compliance risks; flag processes that are slow or prone to rework.
  • Handle employee data in line with the Saudi Personal Data Protection Law.

What the candidate will bring

  • Saudi nationality is stated as a role eligibility condition in the source posting.
  • At least 6 years of HR experience in Saudi Arabia, including hands-on ownership of government relations and lifecycle transactions.
  • Practical current experience with Qiwa, Muqeem, Absher Business, GOSI, and Nitaqat, including resolving exceptions and violations.
  • Working knowledge of Saudi Labour Law and implementing regulations.
  • Direct line-manager advisory experience as an HR generalist or business partner; new or fast-growing entity experience is ideal.
  • Fluent written and spoken Arabic and English.
  • Self-directed approach, comfort building from scratch, sound escalation judgment, discretion with confidential data, and understanding of local data-residency rules.
  • Bachelor’s degree in HR, business, or a related field.

Nice to have

  • Office setup experience, multi-entity experience, or a background in real estate, construction, hospitality, or fitness.
  • Darwinbox or SAP SuccessFactors experience; CIPD, SHRM, or equivalent certification.

Location and hours

  • Role is based in Riyadh, Saudi Arabia.
  • Working hours are 40 hours per week.
