Role overview

Business Analyst opportunity in the Unity Programme, a cross-government shared-services programme involving HMRC, the Department for Transport, and the Ministry of Housing, Communities and Local Government.

The programme aims to modernise its IT platform and provide shared HR, finance, payroll, and procurement tools while standardising data and simplifying processes.

The Process Transformation and UCD team develops processes for the participating departments under a shared-services model.

Key responsibilities

  • Own and structure ambiguous work, progress it, and produce practical decisions and deliverable outcomes.
  • Progress complex work independently; identify what is needed, plan the approach, bring people together, and deliver high-quality outputs.
  • Ensure materials are decision-ready, accessible, and aligned with programme objectives and governance standards.
  • Lead workshops with departmental leaders, subject matter experts, delivery partners, and operational teams.
  • Assess delivery options against feasibility, policy alignment, risk, and service impact; turn viewpoints into clear recommendations.
  • Contribute to transformation planning, readiness assessment, and transition design.
  • Work with operational leaders to ensure new processes, roles, and services are understood and viable.
  • Collaborate across government departments, agencies, and delivery partners, providing analytical leadership through influence.

Person specification

  • Strong business analysis experience within large-scale transformation.
  • Proven capability in some or all of process design, service design, target operating model development, and requirements definition.
  • A curious, forward-thinking problem solver able to take responsibility for complex work and progress it independently.

Salary and benefits

  • Salary range is £58,541–£72,711, with separate national and London salary ranges; external applicants join at the pay-band minimum.
  • Civil Service Pension with a stated employer contribution of 28.97%.

Locations and working pattern

  • Listed locations are Glasgow, Manchester, Newcastle upon Tyne, Preston, and Stratford.
  • Newcastle is available only to existing HMRC staff at that location due to workforce controls.
  • Working patterns listed include flexible working, full-time, job share, and part-time.
  • Occasional travel may be required for cross-government and cross-department meetings.
