Programme and role

The Unity Programme brings together shared services for HMRC, the Department for Transport, and the Ministry of Housing, Communities and Local Government.

The programme aims to modernise shared-services technology, standardise data, and simplify HR, finance, payroll, and procurement administration.

The Business Analyst supports delivery of components of the Unity shared solution and transformation across departments.

Key responsibilities

  • Own ambiguous work, structure and progress it, and turn it into practical decisions and deliverable outcomes.
  • Plan work, bring together appropriate contributors, and deliver high-quality outputs with limited direction.
  • Prepare accessible, decision-ready materials aligned with programme objectives and governance standards.
  • Lead workshops with departmental leaders, subject-matter experts, delivery partners, and operational teams.
  • Assess delivery options for feasibility, policy alignment, risks, and service impact; produce clear recommendations.
  • Contribute to transformation planning, readiness assessments, and transition design.
  • Work with operational leaders to ensure new processes, roles, and services are understood and viable.
  • Collaborate across departments and partners, influencing through analysis rather than formal authority.

Person specification

  • Strong Business Analysis experience within large-scale transformation.
  • Proven capability in some or all of process design, service design, target operating model development, and requirements definition.
  • A curious, forward-thinking problem solver who can independently progress complex work.

Location and travel

  • The listed role locations are Glasgow, Manchester, Newcastle upon Tyne, Preston, and Stratford; Newcastle is available only to existing HMRC staff based there.
  • Occasional travel may be needed for cross-government and cross-department meetings.

Grade and salary

  • Grade 7 role with a listed national salary range of £58,541–£64,624 and London salary range of £65,869–£72,711.
  • External applicants join at the pay-band minimum.
  • A Civil Service Pension is offered with a 28.97% employer contribution.

Contract and working pattern

  • The contract is permanent.
  • The advertised working pattern includes full-time, part-time, flexible working, and job share.
