Unity Programme

The Unity Programme brings together shared services for HMRC, the Department for Transport, and the Ministry of Housing, Communities and Local Government.

The programme aims to modernise shared HR, finance, payroll, and procurement services, standardise data, and simplify administration.

The Business Analyst will support delivery of components of the shared solution through the Process Transformation and UCD team.

Responsibilities

  • Structure ambiguous work and progress it into practical decisions and deliverable outcomes.
  • Plan analytical work, bring together relevant people, and deliver high-quality outputs independently.
  • Prepare accessible, decision-ready materials aligned with programme objectives and governance.
  • Lead workshops with departmental leaders, subject matter experts, delivery partners, and operational teams.
  • Assess options for feasibility, policy alignment, risk, and service impact, and develop clear recommendations.
  • Support transformation planning, readiness assessment, and transition design.
  • Work with operational leaders to ensure new processes, roles, and services are understood and viable.
  • Influence and collaborate with stakeholders across government departments, agencies, and delivery partners.

Person specification

  • Strong Business Analysis experience within large-scale transformation.
  • Proven capability in some or all of process design, service design, target operating model development, and requirements definition.
  • Ability to work independently on complex assignments and drive them to completion.

Travel

  • Occasional travel may be required for cross-government and cross-department meetings.

Pay

  • The stated salary range is £58,541–£72,711, with national and London salary bands.
  • External applicants will join on the pay band minimum.
