Role overview

The Business Analyst supports delivery of components of the Unity shared-services programme for HMRC, the Department for Transport, and the Ministry of Housing, Communities and Local Government.

The programme aims to modernize shared HR, Finance, Payroll, and Procurement services, standardize data, and simplify administrative processes.

The Process Transformation and UCD team develops shared processes across the participating departments.

Key responsibilities

  • Take ownership of ambiguous work, structure it, and progress it to practical decisions and deliverable outcomes.
  • Independently progress complex work and identify needs, plan the approach, bring together the right people, and deliver high-quality outputs.
  • Ensure materials are decision-ready, accessible, and aligned with programme objectives and governance standards.
  • Lead workshops with departmental leaders, subject matter experts, delivery partners, and operational teams.
  • Shape and assess delivery options based on feasibility, policy alignment, risks, and service impact.
  • Distil diverse viewpoints into clear recommendations for evidence-based decision-making.
  • Contribute to transformation planning, readiness assessment, and transition design.
  • Work with operational leaders to ensure new processes, roles, and services are understood and viable.
  • Work with stakeholders across departments, agencies, and delivery partners.

Person specification

  • Strong Business Analysis experience within large-scale transformation.
  • Proven capability in some or all of process design, service design, target operating model development, and requirements definition.
  • The role calls for independent problem-solving, ownership of complex work, and delivery of clear, practical outputs.

Location and travel

  • Locations listed are Glasgow, Manchester, Newcastle upon Tyne, Preston, and Stratford.
  • Newcastle is available only to existing HMRC staff at that location due to workforce controls.
  • Occasional travel may be required for cross-government and cross-department meetings.

Salary and benefits

  • Salary is £58,541–£72,711, with separate national and London pay ranges; external applicants start at the pay-band minimum.
  • The role includes a Civil Service Pension with an employer contribution of 28.97%.

Contract and working pattern

  • The contract is permanent.
  • Working patterns include flexible working, full-time, job share, and part-time.
  • One vacancy is available.
