Role overview

Support delivery of shared services for HMRC, the Department for Transport, and the Ministry of Housing, Communities and Local Government.

The Unity Programme is modernising its IT platform and standardising shared-service processes and data across HR, Finance, Payroll, and Procurement.

Responsibilities

  • Own ambiguous analytical work and turn it into practical decisions and deliverable outcomes.
  • Plan work, assemble the right contributors, and deliver high-quality outputs independently.
  • Prepare decision-ready, accessible materials aligned with programme objectives and governance standards.
  • Lead workshops with departmental leaders, subject matter experts, delivery partners, and operational teams.
  • Assess delivery options for feasibility, policy alignment, risks, and service impact.
  • Turn wide-ranging viewpoints into recommendations for evidence-based decisions.
  • Contribute to transformation planning, readiness assessment, and transition design.
  • Work with operational leaders to support viable and understood new processes, roles, and services.
  • Collaborate with stakeholders across government departments, agencies, and delivery partners.
  • Occasional travel may be required for cross-government and cross-department meetings.

Person specification

  • Strong Business Analysis experience within large-scale transformation.
  • Experience or capability in some or all of process design, service design, target operating model development, and requirements definition.
  • Able to independently progress complex work and drive it to completion.

Locations

  • The role is listed in Glasgow, Manchester, Newcastle upon Tyne, Preston, and Stratford.
  • Newcastle is available only to existing HMRC staff in that location.

Salary and contract

  • Salary range is £58,541–£72,711, with separate national and London bands.
  • External applicants join at the pay-band minimum.
  • The role is permanent; the stated working patterns include full-time and part-time.
