Role overview

Business Analyst opportunity in the Unity Programme, a cross-government shared-services programme involving HMRC, the Department for Transport, and the Ministry of Housing, Communities and Local Government.

The programme aims to modernise shared-service tools for HR, Finance, Payroll, and Procurement, standardise data, and simplify administrative processes.

The role sits in the Process Transformation and UCD team and provides analytical leadership for transformation and future service delivery.

Occasional travel may be required for cross-government and cross-department meetings.

Key responsibilities

  • Take ownership of ambiguous and complex work, structure it, and drive it to practical decisions and deliverable outcomes.
  • Plan approaches, bring together the right people, and deliver high-quality outputs with limited direction.
  • Prepare decision-ready, accessible materials aligned with programme objectives and governance standards.
  • Lead workshops with departmental leaders, subject matter experts, delivery partners, and operational teams.
  • Assess delivery options, considering feasibility, policy alignment, risks, and service impact.
  • Develop clear recommendations from varied viewpoints to support evidence-based decisions.
  • Contribute to transformation planning, readiness assessment, and transition design.
  • Work with operational leaders and cross-government stakeholders to ensure new processes, roles, and services are viable.

Person specification

  • Strong Business Analysis experience within large-scale transformation.
  • Proven capability in some or all of process design, service design, target operating model development, and requirements definition.

Pay and contract

  • Permanent contract.
  • Salary range is £58,541–£72,711, with national and London ranges stated; external applicants join at the pay-band minimum.
  • Civil Service Pension with an employer contribution of 28.97%.

Working pattern

  • Working patterns include flexible working, full-time, and job share or part-time arrangements.

Location

  • Advertised locations are Glasgow, Manchester, Newcastle upon Tyne, Preston, and Stratford.
  • Newcastle is available only to existing HMRC staff in that location.
