Technical Program Manager III

Minimum qualifications

• 4-6 years of relevant experience with a bachelor’s degree, or 3+ years with a master’s degree, in technical program management, project management, software delivery, product development, or a related discipline.
• Experience leading medium-to-complex technical programs across multiple teams, including scope, milestones, dependencies, risks, budget, and success metrics.
• Working knowledge of the software development lifecycle, Agile and traditional delivery methods, and Agile engineering practices.
• Technical fluency across system architecture, APIs, data flows, cloud platforms, dependencies, and operational readiness.
• Ability to use data and metrics to track delivery health, guide prioritization, identify risks, and improve processes.
• Strong planning, organization, problem-solving, systems-thinking, and risk-management skills.
• Ability to align stakeholders, facilitate tradeoff decisions, build trust, and influence without direct authority.
• Excellent written and verbal communication skills, including the ability to simplify complex technical and business information for different audiences.

Preferred qualifications

• Experience supporting platform, infrastructure, cloud modernization, data, cybersecurity, developer productivity, or customer-facing technology projects.
• Experience working in a global, matrixed, or highly regulated environment.
• Familiarity with Jira, Confluence, or equivalent project management tools.

• The total cash range for this position in Springfield is $121,000.00 to $169,500.00. Employees in this role have the potential to increase their pay up to $193,500.00, which is the top of the range, based on ongoing, demonstrated, and sustained performance in the role.
• Starting pay for this role will vary based on multiple factors, including location, available budget, and an individual’s knowledge, skills, and experience. Pay ranges may be modified in the future.
