About the Role

We are looking for an experienced Technical Manager – Contracts & Procurement to oversee contract management and procurement activities for major projects, particularly those governed by Saudi government procurement regulations.

Key Responsibilities

Lead contract management and procurement activities for government projects.
Manage procurement processes from tender announcement through evaluation, award, and contract signing.
Ensure compliance with the Saudi Government Tenders and Procurement Law and applicable procurement procedures.
Review tender documents, contract conditions, procurement submissions, and commercial documentation.
Manage contract administration, variations, change orders, claims, and contractual correspondence.
Develop and implement contract management procedures, policies, and best practices.
Monitor contractual obligations and address commercial and contractual risks.
Coordinate with clients, government entities, procurement teams, and project stakeholders on contractual matters.

Requirements

Bachelor’s Degree in Engineering, Business Administration, Accounting, Construction Management, or a related discipline.
Minimum 15 years of experience in contract management and procurement for government projects.
Demonstrated experience in procurement processes, including tendering, evaluation, award, and contract signing.
Strong knowledge of Saudi Government Tenders and Procurement Law and associated government procurement procedures.
Experience in contract administration, tendering regulations, variations, change orders, claims, and commercial contract management.
Previous experience working with government entities or organisations managing projects subject to Saudi government procurement regulations.
