Senior Training and Institutional Capacity-Building Consultant

Project and role

Education and experience

• A Master's degree in Institutional Development, Human Resources Management, Education and Curriculum Design, Public Administration, or a related field is required.
• A relevant Bachelor's degree may be accepted with at least 10 years of directly relevant professional experience.
• At least 8 years designing and delivering institutional training and capacity-building programs is required, including at least 4 years with public- or health-sector institutions.
• Experience with government or quasi-governmental health bodies is strongly preferred.

Training and technical skills

• Experience designing and facilitating workshops on psychological safety, conflict management, professional ethics, and safeguarding.
• Ability to develop pre- and post-assessments, measure training impact, and prepare strategic Master Training Plans.
• Proficiency with Microsoft Office and information-management fundamentals; advanced Word, Excel, and PowerPoint skills for interactive materials and simple monitoring dashboards.
• Experience training administrative and operational skills, including performance management and KPIs, warehouse and inventory management, quality assurance, and digital archiving.
• Training or facilitation certification, such as Training of Trainers, is an asset.

Languages

• Excellent written and spoken Arabic is mandatory.
• Good professional working proficiency in English is mandatory, especially for technical documentation and international coordination.

Responsibilities

• Provide strategic and technical assistance to design, coordinate, deliver, and evaluate institutional training and capacity-building programs for health-sector institutions.
• Design and facilitate workshops on organizational behavior, including psychological safety, conflict management, professional ethics, and safeguarding.
• Develop pre- and post-assessment tools and measure training impact.
• Prepare strategic Master Training Plans that identify specialized expertise needs and coordinate delivery.
• Create interactive training materials and simple monitoring dashboards using Microsoft Office tools.
• Deliver training in administrative and operational areas, including performance management and KPIs, warehouse and inventory management, quality assurance, and digital archiving.
