Project and assignment

Key Expert – Palliative Care Expert, Category II, for an EU-funded technical-assistance project supporting Syria's Ministry of Health.

The project aims to strengthen institutional capacity and governance, evidence-based decision-making, accountability, and sustainable capacity development.

The assignment is listed for Damascus, Syria, with an indicative start date of 9 December 2026 and a 14-month implementation period ending indicatively on 9 February 2028.

Assignment focus

  • Strengthen oncology-related clinical protocols, medication safety, multidisciplinary coordination, clinical training, and quality monitoring.
  • Contribute to patient-centred care and integration of palliative-care considerations into health services.
  • Support protocol development and adaptation, chemotherapy safety systems, oncology-team training, and service monitoring across multiple centres.
  • Convene technical working groups across oncology, primary care, and nursing directorates.

Education and experience

  • A master's degree in Public Health, Palliative Medicine, Nursing, or a related clinical field is required.
  • A medical degree with palliative-care specialization or advanced training is strongly preferred.
  • At least 10 years of clinical or technical medical-oncology experience, including substantial direct experience with systemic anti-cancer therapy protocols, particularly chemotherapy protocols.
  • Familiarity with international cancer-treatment guidelines and adapting them to resource-constrained or fragile health systems.
  • Experience with chemotherapy pharmacovigilance, medication safety, adverse-event reporting, dose verification, and safe handling.
  • Experience designing oncology-team training and monitoring and evaluation tools, and convening multidisciplinary working groups.

Languages and additional assets

  • Excellent written and spoken English is mandatory.
  • Working knowledge of Arabic is a strong asset.
  • Cross-cultural communication and sensitivity to the ethical and psychosocial dimensions of end-of-life care are sought.
  • MENA-region experience or experience in post-conflict or early-recovery health systems is a strong asset.
