Objective

  • The Senior Technical Project Manager (STPM) - Thermal Generation Projects and New Technologies leads the technical development of large power projects and supports the decarbonization initiatives of the thermal generation fleet in Asia, Middle East and Africa region (AMEA). The STPM will be responsible for supporting the extensions of PPAs of existing thermal assets, development of greenfield thermal power projects (OCGT and CCGT), asset decarbonization initiatives and projects, assessment of new technologies in collaboration with the ENGIE Group Research and Innovation ecosystem, and management of third party engineering consultants. S/he may from time to time also be involved in Hydrogen and Battery Energy Storage projects.

  • Technical Project Management (Thermal Generation Greenfield Projects and Extensions)
  • Provides the technical definition of the project and manages the selection of technologies, specifications, configuration, performance analysis, availability, outages, and evaluation of innovative technology solutions.
  • Assure safety operability and maintainability is careful considered in new plant designs.
  • Manages/Reviews all project related studies during bidding/development phase till hand-over to execution: pre-feasibility studies (if any), feasibility studies (if any), ESIA studies…
  • Leads the technical development and documentation of the contractual agreements during development/bidding and negotiation stage: EPC, PPA, electricity connection agreement, LTPRA, LTSA, O&M Contracts etc...
  • Contributes to the technical qualification of EPC Contractors
  • Manages the main equipment supplier’s selection with the EPC contractor.
  • Animates and manages several technical review meetings with the EPC contractor to optimize the plant design.
  • Manages the technical mark up and proposed deviations (if any) of bidding documents.
  • In narrow coordination with Procurement proposes and defines technical-commercial optimizations with the contractor(s).
  • In narrow coordination with the PMO team prepares the technical related part of the project execution and operation.
  • In narrow coordination with the PMO team prepares all Construction technical and O&M related documents for the proposal/bid: EPC Term sheet and/or EPC Contract, O&M Term Sheet and/or contract, OM organization chart, including Guarantees and testing procedures, O&M philosophy...
  • Based on technical assumptions develop the CAPEX and OPEX cost for the project.
  • Liaises with the lenders and the Lender's Engineer for the establishment of their due diligence report prior to Financial Close.
  • Ensures detail coordination with all internal stakeholders: BD, Construction, Operation, Legal, Finance and Procurement teams
  • Contributes to the internal approval process (for Bid submission including Construction, Technical and O&M) until Financial Close. Ensures adequate internal reviews.
  • Support the negotiations with the contractors.
  • Punctually provides support to construction and operation activities.
  • Prepares the technical hand-over for execution stage.
  • Ensures experience capitalization and REX integration.

New Technologies And Decarbonisation Lead

  • Acts as a SPOC for the ENGIE Group Research & Innovation (R&I) programmes and community
  • Leads on implementation of decarbonisation initiatives or projects and supports other team members with decarbonisation topics
  • Maintains a technology watch
  • Fosters the innovation culture by coordinating and animating knowledge sharing
  • Lead on Engagement of Third-Party Engineering Consultants
  • Keeps a market watch on engineering consultants (technical advisors)
  • Leads the qualification, tendering, selection and management of technical consultants: Bid Technical Advisor, Owners’ Engineer, Lenders’ Technical Advisors, ESIA Consultant… on various AMEA projects

Qualification And Experience

  • Engineering degree, with a minimum of 15 years of experience.
  • Experience in projects technical development.
  • Experience in bid preparation.
  • Experience in thermal power generation projects (preferably CCGT).
  • Excellent capability in interpreting and optimising power plant design and performance; experience using Thermoflow software is a plus.
  • Good understanding of thermal generation decarbonisation technologies, including renewable gases, CCUS…
  • Experience in engaging and working with engineering consulting firms.
  • Experience in preparing and negotiating contractual documents: WPA, PPA, PWPA, EPC, EPCM, subcontractors, O&M, LTSA, LTPRA, consultants’ contracts...
  • Experienced in interfacing with BD team, legal team, finance team, construction team, operation team.
  • Experience in managing and coordinating research and innovation programmes will be an advantage.
  • Experience in desalination will be an advantage.
  • Experience within ENGIE Group will be an advantage.

  • Languages: fluent English. Arab or French will be an advantage.
