Overview

My client a leading international contractor is seeking an experienced

Regional Safety, Health, Environmental & Security (SHES) Manager

to provide strategic leadership, governance, and operational oversight across a portfolio of major projects within the region.

This senior leadership role is responsible for driving SHES excellence, ensuring compliance with corporate standards, client requirements, and regulatory obligations, while fostering a proactive safety culture across multiple project sites.

The successful candidate will work closely with Project Directors, Project Managers, SHES teams, and clients to achieve world-class SHES performance and support safe, efficient project delivery.

The Regional SHES Manager will also lead serious incident investigations, support project mobilisations, mentor project SHES teams, and ensure consistent implementation of SHES management systems across the region.

Strategic SHES Leadership

  • Provide leadership, direction, and support to project SHES teams across the region.
  • Drive the implementation of company SHES policies, standards, and best practices.
  • Promote a strong safety culture and behavioural safety programmes throughout all projects.
  • Support senior management in achieving operational and strategic SHES objectives.
  • Ensure alignment between corporate SHES requirements, client expectations, and local regulatory requirements.

Operational Oversight

  • Monitor SHES performance across multiple projects and corporate locations.
  • Review and approve project-specific SHES plans, procedures, and supporting documentation.
  • Provide support during project mobilisation phases, ensuring effective SHES systems, resources, and training programmes are established.
  • Lead SHES resource planning and support the recruitment and development of project SHES personnel.
  • Monitor implementation of risk mitigation measures and verify compliance with management system requirements.

Incident Investigation & Risk Management

  • Lead investigations into Serious Injury and Fatality (SIF) events and other significant incidents.
  • Conduct root cause analyses and develop corrective and preventive action plans.
  • Maintain confidentiality, objectivity, and professional integrity throughout investigations.
  • Ensure lessons learned are effectively communicated and implemented across projects.

Stakeholder Management

  • Build strong relationships with clients, project leadership teams, subcontractors, regulators, and external stakeholders.
  • Provide expert SHES advice to Project Directors, Project Managers, and senior leadership teams.
  • Interface with government authorities, regulatory agencies, and client representatives on SHES matters.
  • Support project teams during audits, inspections, and client reviews.

Governance, Compliance & Assurance

  • Monitor compliance with contractual obligations, legal requirements, and company standards.
  • Conduct SHES audits, inspections, and performance reviews across project sites.
  • Support implementation of safety leadership, observation, intervention, and cultural improvement programmes.
  • Provide recommendations for continuous improvement initiatives to enhance SHES performance.

Training & Development

  • Mentor Project SHES Managers and site-based SHES personnel.
  • Support competency development programmes and succession planning initiatives.
  • Facilitate training, coaching, and leadership development across project teams.
  • Promote knowledge sharing and the adoption of industry best practices.

Qualifications

  • Degree in Occupational Health & Safety, Environmental Management, Engineering, or a related discipline.
  • NEBOSH Diploma, NVQ Level 6 in Occupational Health & Safety, or equivalent professional qualification.
  • ISO 45001 and ISO 14001 Lead Auditor certification.
  • TapRoot®, ICAM, Apollo Root Cause Analysis, or equivalent investigation certification preferred.

Experience

  • Minimum
  • 12-15 years' experience
  • in SHES leadership roles within major construction, infrastructure, energy, industrial, or EPC projects.
  • Proven experience working with Tier 1 international contractors or major project organisations.
  • Strong background supporting large-scale, high-value capital projects.
  • Demonstrated experience leading regional or multi-project SHES functions.
  • Previous experience in the Middle East and GCC region is highly desirable.

  • Strong planning, organisational, and stakeholder management skills.
  • Proficiency in Microsoft Office and digital reporting systems
