Role overview

Parsons seeks a Senior Risk Manager for its Giga Program.

The role leads risk identification, assessment, quantification, mitigation, and monitoring across the program, especially roads, civil infrastructure, and structural works.

The position covers the program lifecycle and works with design, procurement, commercial, construction, engineering, project-controls, and delivery teams.

A central requirement is hands-on quantitative cost and schedule risk analysis and contingency management on major programs.

Risk leadership and assessment

  • Develop and maintain the program risk strategy, framework, procedures, and reporting requirements.
  • Lead risk activities across infrastructure packages from concept and design through procurement, construction, testing, and handover.
  • Set consistent risk standards across consultants, contractors, designers, and delivery partners; embed risk in governance, project controls, commercial management, and decisions.
  • Advise senior leadership on material risks, emerging threats, opportunities, and recommended responses; promote a proactive, transparent risk culture.
  • Facilitate risk-identification workshops, reviews, and interviews; assess infrastructure, design, construction, supply-chain, land, permit, site, and interface risks.
  • Review team and contractor assessments; identify systemic and interdependent risks; maintain clear risk assumptions, consequences, owners, responses, and due dates.

Quantitative analysis and contingency

  • Lead quantitative cost and schedule risk analysis and maintain and quality-assure models across the program and project packages.
  • Perform probabilistic cost analysis, including uncertainty modeling, risk-adjusted forecasts, Monte Carlo simulation, sensitivity and correlation analysis, and confidence-level reporting.
  • Perform schedule-risk analysis, including schedule-quality and critical-path reviews, duration and productivity assessment, Monte Carlo modeling, completion forecasts, and contingency assessment.
  • Translate results into recommendations for cost plans, schedules, funding, delivery strategies, and governance; review assumptions, data quality, correlations, and model methods.
  • Develop and maintain contingency, reserve, and risk-allowance methods; set requirements based on quantified exposure, confidence, estimate maturity, and schedule certainty.
  • Review contingency in estimates, schedules, contracts, delivery plans, and contractor submissions; recommend reserves for approvals and monitor usage, transfers, remaining exposure, and adequacy.
  • Reconcile risk registers, models, cost forecasts, schedules, contingency, and reserves; report movements and emerging exposure to program leadership.

Mitigation, reporting, and commercial risk

  • Develop mitigation plans with risk owners, monitor effectiveness, challenge overdue actions, and assess residual exposure.
  • Embed responses in design, procurement, contracts, construction methods, schedules, cost plans, change control, and contingency plans.
  • Maintain the risk register, breakdown structure, matrix, database, taxonomy, dashboards, and executive reports; escalate significant risks and track trends and actions.
  • Prepare risk inputs for program reviews, investment committees, stage gates, and board reporting; support audits, assurance reviews, and independent assessments.
  • Support procurement and commercial teams on contract risk allocation, contractor and supplier registers, assumptions, exclusions, pricing, contingency, claims, disputes, variations, delay, and performance.
  • Coordinate risks across packages and organizational boundaries; communicate quantitative analysis to technical and non-technical stakeholders.

Team leadership

  • Lead, coach, and develop risk professionals and project-team members; establish competency requirements and deliver training and awareness sessions.
  • Promote consistent methods and constructive challenge; build capability in quantitative cost and schedule analysis and contingency management.
  • Set quality standards for risk models, assumptions, data, outputs, and governance submissions.

Essential qualifications and experience

  • Bachelor’s degree in engineering, construction management, project management, risk management, quantity surveying, finance, or a related discipline.
  • At least 15 years of risk-management experience.
  • Professional risk-management qualification or certification, such as PMI-RMP, IRM, APM Risk Certificate, RIMS-CRMP, or equivalent.
  • Significant risk-management experience on major infrastructure, construction, or capital-investment programs and roads, highways, bridges, tunnels, earthworks, utilities, civil infrastructure, and structural works.
  • Experience in complex multi-project or giga-scale programs; hands-on delivery of quantitative cost and schedule risk analysis.
  • Experience developing and managing contingency, reserves, and risk allowances, and integrating risk analysis with forecasts, schedules, and executive decisions.
  • Experience with design, procurement, contracting, construction delivery, contractors, consultants, supply chains, governance, reporting, and multidisciplinary workshops.

Desirable experience and qualifications

  • PMP, PRINCE2, or equivalent project or program management certification is desirable; membership of a relevant professional body is desirable.
  • Experience on major transportation, urban development, industrial, tourism, energy, or mixed-use programs is desirable.
  • Client-side, program-management-consultant, or major-contractor experience is desirable.
  • Experience with FIDIC, NEC, EPC, design-and-build, or other major infrastructure contracting models is desirable.
  • Enterprise or portfolio contingency methods, project-controls and investment-governance integration, and developing-program experience are desirable.
  • Experience with Primavera P6, Microsoft Project, @RISK, Safran, Primavera Risk Analysis, Acumen, Oracle Primavera Cloud, Power BI, or equivalent tools is desirable.

Knowledge and technical skills

  • Strong understanding of infrastructure design and construction, road, civil, and structural interfaces, and geotechnical, environmental, utilities, temporary-works, and constructability risks.
  • Knowledge of project controls, including cost, schedule, change, forecasting, and earned-value principles.
  • Advanced ability to perform, review, interpret, and communicate quantitative cost and schedule risk analysis and assess models, assumptions, data, and outputs.
  • Understanding of contingency, management reserves, risk allowances, governance, escalation, assurance, and decision-making.
  • Ability to translate technical and quantitative risk into clear business and program impacts and communicate complex information to non-technical stakeholders.
  • Strong report-writing, presentation, data-analysis, relationship-building, and Microsoft Office skills; proficiency with risk systems, quantitative tools, and dashboards.
