Technical Delivery Manager

Role overview

Responsibilities

• Coordinate delivery across transportation and traffic disciplines, including traffic engineering, planning, ITS, roadway design, signal systems, TCC operations, construction traffic management, and data analysis.
• Convert project requirements and priorities into technical assignments, milestones, responsibilities, and deliverables; maintain detailed delivery plans.
• Coordinate investigations, data, analyses, reviews, workshops, and document production; manage interfaces, dependencies, schedules, resources, and quality risks.
• Lead coordination meetings, maintain action and decision records, and support preparation and review of reports, specifications, drawings, procedures, guidelines, assessments, presentations, and calculations.
• Ensure compliance with approved methods, procedures, standards, client expectations, and quality requirements; coordinate internal technical review before submission.
• Manage review comments and technical actions through assignment, tracking, escalation, and revised submissions in coordination with document-management colleagues.
• Coordinate implementation support, including contractor submittals, field verification, technical issue resolution, and follow-up on recommended improvements.
• Prepare weekly and monthly status updates covering accomplishments, milestones, risks, decisions, and recovery actions; forecast specialist resource needs.
• Promote consistency across assessment findings, guidelines, design recommendations, operational procedures, and implementation activities.

Required qualifications

• Bachelor’s degree in Civil Engineering, Transportation Engineering, Traffic Engineering, Systems Engineering, or a closely related discipline.
• 12+ years of progressive experience delivering multidisciplinary transportation, traffic management, ITS, roadway, or infrastructure engineering assignments.
• Experience coordinating multiple technical workstreams and complex deliverables under demanding client schedules.
• Strong understanding of engineering delivery from field investigation and analysis through specifications, design review, reporting, quality review, comment resolution, and implementation support.
• Broad working knowledge of traffic engineering, transportation planning, roadway design, ITS, traffic signal systems, and construction interfaces.
• Ability to manage task ownership, dependencies, actions, and recovery of delayed technical activities.
• Experience leading technical meetings, workshops, and client coordination sessions; strong technical judgment and English communication skills.
• Ability to work in a fast-paced, high-volume environment while maintaining quality, accountability, and responsiveness.

Desired qualifications

• Experience with RCRC, Saudi government entities, or major metropolitan transportation agencies in the GCC is preferred.
• Traffic-management program experience involving assessments, guidelines, implementation review, ITS deployment, or operational support is desired.
• Familiarity with project controls, earned-value reporting, risk registers, document-management systems, or formal quality-assurance processes is desired.
• PE, CEng, PTOE, PMP, or similar professional registration or certification is an advantage.
• Bilingual English-Arabic technical deliverables experience is desirable; Arabic is desirable but not required.
