Senior Resident Engineer (Infrastructure & Roads)

Role Overview

Project and Construction Management

• Manage engineering scope, schedules, change management, and closeout for assigned project elements.
• Monitor progress against schedule and budget requirements and document changes in scope.
• Lead the construction supervision team for infrastructure works.
• Interface with contractors and subcontractors to support compliance with contract deliverables.
• Review work for compliance with applicable codes, standards, procedures, and quality requirements.
• Review and approve change orders and notify affected project personnel.

Authorities and Stakeholders

• Coordinate with authorities and agencies for project approvals and service handover.
• Liaise with authorities to support smooth execution and handover of the project.
• Manage client expectations and provide periodic progress updates.
• Ensure Parsons' contractual rights and obligations are fulfilled.

Required Qualifications

• A bachelor's degree in Civil or Structural Engineering from a recognized university is required.
• At least 20 years of overall experience in UAE infrastructure construction supervision is required.
• Experience must include infrastructure projects involving roads and utilities.
• Recent and substantial community development project experience is required, preferably in Dubai.
• Knowledge of Dubai NOC procedures, commissioning, and government authority specifications is required.
• Good written and spoken communication skills are required.
• Strong technical knowledge of relevant standards and codes is required.
• Good computer skills and related software proficiency are required.
• Knowledge of construction health, safety, and environmental requirements is required.
