Senior Project Manager - Infrastructure & Urban Development

Overview

Project leadership and delivery

• Manage multidisciplinary projects from inception through completion, meeting schedule, budget, and quality objectives.
• Develop execution plans, manage risks, and allocate resources across workstreams.
• Lead integrated teams of planners, engineers, economists, environmental specialists, digital experts, and project controls professionals.
• Coordinate disciplines and stakeholders; resolve complex project issues and drive decisions.
• Monitor financial, technical, and client-satisfaction performance.

Strategic infrastructure advisory

• Lead city-wide and regional infrastructure strategies aligned with growth, economic development, sustainability, and resilience.
• Advise on investment planning, prioritization, phasing, and capital expenditure programs.
• Develop plans for transportation, wet and dry utilities, district energy, digital infrastructure, and integrated urban systems.
• Lead business cases, feasibility studies, option assessments, funding studies, and implementation roadmaps.
• Advise government entities, developers, municipalities, and infrastructure authorities on governance, operating models, policies, and performance frameworks.

Client and stakeholder management

• Build relationships with clients, government stakeholders, infrastructure authorities, developers, investors, and strategic partners.
• Serve as a senior client interface and trusted advisor throughout project delivery.
• Facilitate executive workshops, steering committees, stakeholder consultations, and strategic reviews.
• Identify client needs and develop solutions; represent the company in client engagements, forums, conferences, and professional networks.

Business development

• Identify and pursue opportunities in infrastructure and land development.
• Lead proposal development, tender submissions, technical methodologies, and commercial negotiations.
• Contribute to market growth strategies, key account management, and strategic positioning.
• Participate in bid interviews and client presentations, promoting company services and integrated solutions.

Team leadership

• Lead, mentor, and develop project managers, planners, engineers, and advisors.
• Foster a collaborative, innovative, client-focused culture.
• Support recruitment, succession planning, and talent development.
• Promote mentoring, knowledge sharing, and continuous improvement.

Commercial and risk management

• Manage project budgets, forecasts, profitability, and resource utilization.
• Identify project risks and develop mitigation strategies.
• Ensure commercial compliance with contracts and project governance requirements.
• Support leadership in achieving business performance metrics and growth targets.

Requirements

• Extensive project management expertise and strong understanding of city-wide infrastructure systems, including transportation, utilities, digital infrastructure, sustainability, resilience, and urban development planning.
• Ability to advise public- and private-sector clients on infrastructure strategies, investment priorities, implementation roadmaps, governance frameworks, and delivery models.
• Ability to lead multidisciplinary teams and deliver strategic studies, infrastructure master plans, business cases, policy frameworks, and major programs.
• Experience engaging clients and stakeholders and managing commercial aspects of project delivery.
• Ability to lead, mentor, and develop project managers, planners, engineers, and advisors.
