Role overview

Project Controls Senior Manager / Lead supporting the FIDIC Engineer for SAPL Qiddiya Infrastructure Partner (QIDP).

Accountable for coordinating work with Qiddiya Investment Company (QIC) and reports to the FIDIC Engineer.

Project controls responsibilities

  • Develop, manage, and execute project controls across planning and scheduling, cost analysis, and document control.
  • Provide specialized guidance to the FIDIC Engineer to resolve complex project controls problems.
  • Coordinate with clients, attend regular meetings, and provide statistical reports.
  • Prepare status and monthly reports and presentations on progress against interim and major milestones.
  • Manage site inspections to assess contractor progress against approved schedules and planned versus actual progress.
  • Manage a technical team analyzing and forecasting project costs and performance against schedules and critical milestones.
  • Manage assessments of design and construction changes and schedule slippages.
  • Oversee systems showing the hierarchy of plans and schedules.
  • Prepare management statistics and other project controls reports requested by the client or FIDIC Engineer.
  • Ensure compliance with corporate, contractual, ethics, and safety standards, policies, and procedures.

Required qualifications

  • Degree in Engineering or a related discipline and at least 15 years of construction project experience, including project controls management across multidisciplinary teams.
  • Strong written and spoken English communication skills.
  • Basic engineering knowledge in an infrastructure-related field.
  • Proficiency in project controls software and Microsoft Office Suite.
  • Ability to perform in a supervisory capacity and thorough knowledge of industry practices.
  • Must meet Parsons Project Controls Manager Certification requirements.

Preferred qualifications

  • Extensive experience with FIDIC or equivalent Design, Construction, PM/CM contracts is advantageous.
  • Project Management certification is a plus.
