Senior Manager – General Secretariat

The Central Bank of the UAE (CBUAE) is the supervisory and regulatory authority of the banking and insurance sector in the United Arab Emirates.

CBUAE is responsible for enhancing monetary management, financial stability and protecting consumers through effective supervision of licensed financial institutions, prudent management of reserves, robust financial infrastructure and the adoption of digital technologies.

CBUAE is currently looking to hire a seasoned and highly motivated professional in the General Secretariat Department, who would be responsible to manage and execute the General Secretariat’s core mandates, ensuring the highest standards of governance, compliance, and operational excellence in support of Board and Committee activities. The Senior Manager serves as a subject matter expert, driving the effectiveness of Secretariat processes, facilitating decision-making, and supporting the strategic priorities of the Central Bank.

Core Responsibilities

  • Oversee the implementation and continuous improvement of governance policies and frameworks, ensuring accountability and compliance across all Committees.
  • Ensure that all Board and Committee activities adhere to corporate governance principles, organizational policies, and regulatory standards.
  • Independently manage the scheduling, coordination, and logistics of Board of Directors, Executive Committee, and Sub-Committee meetings, including calendar management and agenda preparation.
  • Prepare, review, and ensure the timely distribution of high-quality materials and information to Board and Committee members.
  • Collect, organize, and prepare memorandums and supporting documents required for meetings, ensuring completeness and relevance.
  • Draft, document, and distribute Board and Committee decisions, ensuring accurate record-keeping and timely communication.
  • Monitor and follow up on the implementation status of decisions, coordinating with relevant stakeholders as needed.
  • Ensure all decisions comply with the Delegation of Authority and are appropriately escalated when required.
  • Review and validate the technical content of Board and Committee presentations, executive summaries, and reports to ensure clarity, accuracy, and alignment with previous decisions.
  • Maintain quality control over all meeting materials, ensuring they meet the standards and expectations of senior leadership.
  • Serve as a primary point of contact for Board and Committee members regarding meeting particulars, decisions, and follow-up actions.
  • Liaise with internal departments and external stakeholders, including the Prime Minister’s Office, to facilitate requests and coordinate information flow.
  • Identify and implement enhancements to Secretariat processes, procedures, and documentation to drive operational efficiency and effectiveness.
  • Contribute to the development and implementation of performance frameworks for Executive Committees.
  • Support departmental capability building and knowledge transfer to promote business continuity.
  • Perform any other duties outside the scope as and when required.

Self - Management Responsibilities

  • Defines performance goals at the start of the year in discussion with the reporting manager and ensures that the goals are achieved during the course of the year.
  • Identifies the training and development requirements for self and agrees on them with the reporting manager to ensure that the required trainings are arranged and attended
  • Strives to achieve the highest levels of proficiency on all the competencies and skills required to perform the role.
  • Keeps abreast of professional developments, new techniques and current issues through continued education and professional growth.

Qualifications And Experience

  • Bachelor’s Degree in a relevant field such as Business Administration/Management/Law/Accounting or a related field or relevant subject.
  • Any relevant professional certifications or memberships.
  • Minimum of 6+ years’ relevant experience with prioritization in Regulatory organization.
  • Prior experience in the role of handling Executive Committees in large organizations including Risk, Corporate Governance, Legal Advisory
