Senior HSE Manager

About This Role

Job Purpose

To lead, develop, and fully control XYZ’s Health, Safety, and Environmental (HSE) function across all project sites, ensuring that all operations are conducted in full compliance with regulatory requirements, contractual obligations, and international best practices. The role is accountable for embedding a strong safety culture, minimizing risks and incidents, ensuring governance and compliance, and protecting the company from HSE-related liabilities, while maintaining effective coordination with Site Operations, contractors, and senior management.

Key Responsibilities

A. HSE Leadership & Governance

• Own full responsibility for the HSE performance across all XYZ project sites.
• Develop, implement, and enforce corporate HSE policies, procedures, and standards.
• Establish HSE governance frameworks, audit systems, and escalation procedures.
• Act as the primary escalation point for all critical HSE matters.
• Ensure all operations are aligned with regulatory and international HSE standards.

B. Risk Management & Compliance Control

• Identify, assess, and mitigate HSE risks across all sites and operations.
• Ensure full compliance with local laws, client requirements, and international standards.
• Oversee risk assessments, hazard identification, and control measures.
• Ensure strict compliance from contractors and subcontractors with HSE requirements.
• Monitor compliance through regular audits, inspections, and reporting systems.

C. Site Oversight & Operational Control

• Provide strategic oversight of HSE activities across all active project sites.
• Conduct regular site inspections and audits to ensure adherence to HSE standards.
• Independently monitor site-based teams and Resident Engineers for HSE compliance.
• Intervene and stop works when critical safety risks are identified.
• Ensure implementation of safe systems of work across all site activities.

D. Incident Management & Reporting

• Lead investigations into incidents, accidents, and near misses.
• Ensure root cause analysis is conducted and corrective/preventive actions are implemented.
• Establish and maintain HSE performance metrics and reporting systems.
• Ensure timely reporting of incidents to management and relevant authorities.

E. Quality, Training & Competency Development

• Develop and implement HSE training programs for all site personnel.
• Ensure competency standards are maintained across all teams and contractors.
• Promote awareness and continuous improvement of HSE culture.
• Oversee emergency preparedness, drills, and crisis management procedures.

F. Client & Stakeholder Engagement

• Liaise with clients, contractors, and regulatory authorities on all HSE matters.
• Present HSE performance reports to senior management and stakeholders.
• Maintain strong professional relationships with all project stakeholders.
• Support project teams in achieving HSE requirements for project approvals and handovers.

G. Leadership & Team Development

• Lead, mentor, and evaluate the HSE team across all sites.
• Set performance objectives aligned with departmental HSE KPIs.
• Build a high-performance culture focused on safety, accountability, and compliance.
• Ensure proper allocation of HSE resources across all projects

Required Qualifications

- Education: Bachelor’s degree in Engineering, Safety, Environmental Science, or related field

- Professional Certifications: NEBOSH, IOSH, OSHA or equivalent HSE certification preferred

- Experience: Minimum 15 years of HSE experience in construction or infrastructure projects

- Technical Skills: Proven experience managing HSE across multiple sites. Strong knowledge of international HSE standards and regulations.

- Soft Skills / Competencies: Demonstrated leadership and communication skills
