Senior Estimator

About This Role

The role is responsible for overseeing and maintaining industry’s best practices relative to cost planning and estimating across the project delivery team. To provide direction and guidance to cost planning/estimating team efforts, overseeing and auditing the cost planning/estimating process and deliverables for consultancy services including in-house CP&C consultants. Working within an integrated commercial team providing subject matter advice relative to specialist airport systems, contract rates and UAE construction market.

• Direct and provide guidance on audit and assurance of cost planning/estimating submissions across all third-party services and support the Estimating Team; undertake specific program control tasks and duties as well as support to the Head of Estimating.
• The program control estimator may directly produce, compile and/or assist in completing any one of the following:

 Provide final recommendations/approval for all Contractor cost estimates prepared by Construction Management Agency or third-party consultants.

 Provide expertise on pricing, rate build-ups, overhead, profits, etc. for a variety of project delivery methods/contract types in relation to the UAE market, including market pricing, trends, forecasts, etc.

 Review and evaluate estimates of variation works submitted by third party consultants or internal CP&C consultants including reconciliation.

 Review cost for variations and recommend negotiating points and/or participates directly in negotiations.

 Prepare conceptual reports and recommendation findings in support of claims or variation submittals.

• Review and finalizes project cost estimates as prepared by the Estimators in terms of the required material as per bill of quantities, amount of work, material / equipment/ and manpower requirements during the tendering phase.
• Finalize estimation of all direct and indirect costs and consolidates the BOQ for tender documents.
• Advice in determining types of projects to bid, strategies, techniques, etc.
• Coordinate with estimating & planning engineers to resolve design/system conflicts as well as coordinates overall scope of work during proposal phase.
• Evaluate subcontractor and vendor proposals.
• Review final estimate packages for accuracy and completeness prior to formal quote.
• Participate in pre-bid meetings and corporate/client presentation meetings as required.
• Ensure historical data is documented and archived on each quoted project.
• Establish and implement “best practices” and focuses on continuous improvement.
• Maintain databases of standard material costs, benchmark pricing and various market pricing models.
• Follow the organization's health, safety, and environment (HSE) policies, procedures, and mandatory instructions to identify and mitigate risks and to safeguard the environment and the well-being of self and others.
• Support health & safety audits and maintain accurate documentation, if needed.
• Model safe work practices and remind team members to comply with safety procedures.
• Assist in departmental safety audits by preparing documentation and reports, if applicable.
• Perform any other duties as directed by the line manager to achieve divisional objectives.

Top competencies required

• Proven strong skills in the understanding of design and construction.
• Strong understanding of specialist airport systems, construction methodologies, contract rates, and UAE construction market dynamics.
• Proficiency in industry-standard estimating systems and measurement frameworks (e.g., CESSM, POMI, SMM, NRM) to ensure accuracy and consistency.
• Proven strong skill set in administering large infrastructure contracts.
