Role overview

Parsons seeks a Senior Cost Control Engineer to support senior cost and controls managers across current and future projects in a PMO environment.

The role works with the Client, PMCMs, contractors, and other stakeholders on pre-contract and post-contract cost management, estimating, forecasting, and reporting.

Estimating and cost analysis

  • Review material takeoffs, drawings, plans, contracts, and modifications to identify scope elements and changes.
  • Prepare cost breakdowns for systems, subsystems, and work components; validate rates, unit costs, quantities, and estimates.
  • Assign material, equipment, and labor costs and obtain vendor quotations as needed.
  • Maintain historical cost data, norms, and databases; collect, validate, and maintain program cost data.
  • Analyze performance against baselines, conduct variance analysis and forecasting, and assess design and construction change impacts.

Controls, reporting, and coordination

  • Support development, implementation, and maintenance of cost control systems and Earned Value Management.
  • Assist with budgets, commitments, expenditures, estimates at completion, and program-level cash flow forecasts.
  • Prepare and issue monthly cost reports, dashboards, presentations, and analytical summaries for internal and Client review.
  • Review interim payment applications for quantities, measurement rules, valuation logic, and contractual entitlement.
  • Review and quantify change orders, variations, and claims through quantity take-offs and cost-impact analysis.
  • Coordinate with clients, PMCMs, contractors, and internal project teams; mentor junior cost engineers or estimators and review their work.

Required qualifications

  • Bachelor’s degree in Civil Engineering, Construction Management, or a related field.
  • 12+ years of cost estimating and cost control experience on large-scale infrastructure or construction projects.
  • Strong knowledge of engineering, procurement, and construction practices.
  • Excellent English communication and presentation skills.
  • Proficiency in cost control tools, estimating techniques, and Earned Value Management methodologies.
