Research And Policy Analyst

About This Role

The role requires legal, economic and regulatory policy expertise, and project management capabilities, to research, analyze, and problem solve to design policy reforms, that are aligned with global best practices to inform executive decision-making.

In addition to managing core activities, the position provides advisory support to internal and external stakeholders, contributing to evidence-based decision-making and the advancement of strategic regulatory objectives.

KEY ACCOUNTABILITIES:

• Lead comparative policy benchmarking, research initiatives and briefings

• Manage the development and institutionalisation of regulatory policies, manuals, systems, and frameworks that enable to maintain legal compliance, strategic foresight, and operational excellence

• Conduct legislative reviews

• Strategic reporting and reform alignment

• Subject matter expertise and advisory, across cross-sector economic and legal initiatives

• Engage with key stakeholders to build and manage collaborative networks

• Maintain authoritative knowledge of global policy standards, legislative reforms and regulatory benchmarks to ensure the entity remains a leader in regulatory innovation and governance

JOB REQUIREMENTS

Qualifications & Experience:

• Bachelor’s degree in Law required (minimum).

• Additional qualifications in Public Policy, Economics, Finance or a related field would be advantageous.

• 8 to 10 years of work experience in public policy, economics, legal/regulatory research, finance or governance, preferably within government, regulatory bodies, international institutions, consulting firms or law firms.

• Demonstrated practical experience in public policy design, including legal analysis and comparative benchmarking analysis of national and international regulatory frameworks to evaluate regulatory competitiveness and develop actionable policy recommendations. This is preferably within the Middle East region and within the economic development and tourism sectors.

• Strong familiarity with UAE Emirate and Federal legal systems, or demonstrated experience with other leading jurisdictions.

• Demonstrated extensive stakeholder engagement experience.

Key Skills & Capabilities:

• Strong understanding of UAE federal and local regulatory systems, with the ability to interpret and apply legislation, and make enhancement recommendations.

• Knowledge of international regulatory public policy principles, especially in economic and tourism-related fields.

• Legal, economic and regulatory policy analysis skills to design actionable policy reforms aligned with entity and the national priorities.

• Analytical thinking and judgement to problem solve and analyse complex policy issues using comparative legal research of global best practices and impact assessments.

• Strong project management capabilities to lead regulatory research and coordinate stakeholders.

• Effective stakeholder management across government and private sector entities.

• Strong written and verbal communication skills, including preparing briefs and executive reports.

• Proficiency in using policy research tools, legal research tools and data analysis software to support evidence-driven regulatory decision-making.
