The Quantity Surveyor Manager supports the Cost Manager and Controls Manager in commercial and quantity management for a major Riyadh infrastructure program.
The role operates in a PMO environment and works with the client, PMCM teams, and contractors.
Responsibilities
- Manage BOQs across pre-contract and post-contract stages, ensuring accuracy, completeness, and consistency.
- Review designer BOQs, project estimates, budgets, tender evaluations, payment applications, variations, and claims.
- Lead and support PMCM QS teams with BOQ remeasurement and provide quantity and commercial analysis.
- Prepare estimates for design changes and client requests; review quantity shifts and support cash-flow forecasts.
- Monitor commercial procedure compliance and maintain audit-ready BOQ, variation, and quantity records.
- Identify risks and coordinate quality and timely commercial submissions with PMCM teams.
- Participate in commercial meetings and present QS analysis for client and internal reporting.
Required qualifications and experience
- Degree in Quantity Surveying or Civil Engineering.
- 15+ years of quantity surveying experience; major infrastructure or roads/highway programs are ideal.
- Strong pre-contract and post-contract QS knowledge, including BOQ development, remeasurement, variations, and claims.
- PMO, PMC, or client-side experience is strongly preferred.
- Strong Excel, quantity analysis, and cost benchmarking capabilities.
- Familiarity with GCC/KSA contracts, specifications, and commercial procedures.
- Excellent English communication and report-writing skills.
