Proposal Manager

Proposal Development

• Establish, implement, and continuously improve proposal development processes across UAE and KSA RBUs
• Lead capture planning, kick-off meetings, quality reviews, brand compliance checks, and submission governance
• Ensure all proposals are delivered on time, fully compliant, and aligned with strategic business objectives

Content Management

• Maintain and enhance the central proposal content library
• Ensure consistent use of approved templates across all regional teams
• Develop and implement best practice standards to improve efficiency and quality of submissions

Collaboration

• Work closely with cross-functional teams including Business Development, Engineering, Project Management, Commercial, and Finance
• Coordinate the collection and validation of technical, commercial, and operational inputs for proposals

Compliance & Quality Assurance

• Ensure all submissions meet client requirements, internal standards, and industry regulations
• Conduct detailed reviews of all RBU proposals to ensure clarity, accuracy, and consistency
• Incorporate stakeholder feedback to continuously improve proposal quality

Client Engagement

• Support client interactions during the bid and proposal phase
• Assist in responding to clarifications and presenting proposal content where required

Market Intelligence

• Support ongoing market research across UAE and KSA
• Track competitor activity and emerging opportunities within the data centre sector

Reporting

• Produce regular reporting on proposal pipeline activity, win rates, and performance insights
• Identify opportunities for process improvement and efficiency gains

Additional Duties

• Other responsibilities as assigned by leadership in support of business objectives

Education

• Bachelor’s degree in Business, Engineering, Construction Management, Economics, or related discipline (preferred)

Experience

• Minimum 8+ years of relevant experience
• Background in construction, engineering, or infrastructure delivery strongly preferred
• Proven experience in
• data centre projects within UAE or KSA highly desirable
• Previous exposure to bid coordination, sales support, or proposal management in a complex project environment

Skills & Competencies

• Strong project management and organisational capabilities
• Excellent written and verbal communication skills
• Advanced proficiency in Microsoft Office Suite
• Strong capability in Adobe Creative Suite (InDesign, Photoshop, Adobe Pro) and proposal management tools
• High attention to detail and quality control
• Ability to manage multiple deadlines under pressure
• Strong stakeholder management and cross-functional coordination skills
• Collaborative, proactive, and commercially aware mindset

Other Requirements

• Willingness to travel across UAE and KSA as required
• Ability to work in a fast-paced, deadline-driven environment
