Purpose of the role
Own end-to-end delivery of a data strategy and governance programme.
Mobilise a multidisciplinary consulting team, manage senior client relationships, control scope against a regulatory compliance deadline, and ensure deliverable quality and timeliness.
Key responsibilities
- Build and maintain an integrated plan for data strategy, governance framework design, data quality, architecture, change, and training workstreams.
- Manage the seven-profile delivery team, resource loading, dependencies, and workstream sequencing.
- Act as primary interface with the client programme sponsor, data office, and regulatory reporting stakeholders.
- Track national data policy and data standard obligations and evidence progress.
- Manage risks, issues, and change control; escalate early with options.
- Chair steering committee meetings and prepare executive reporting for board-level consumption.
- Quality-assure deliverables before client submission.
- Manage engagement commercial performance, including milestone acceptance.
Mandatory requirements
- Current PMP or PRINCE2 Practitioner certification.
- At least 10 years of professional work experience, including at least 3 years managing directly comparable programmes.
- At least 4 delivered projects of equivalent data governance programme complexity for MENA-based organisations; be prepared to describe client type, scope, duration, team size, and outcome for each.
- Demonstrable delivery experience in the Power and Utilities sector.
- Fluent professional English.
Advantageous qualifications and experience
- Arabic language capability.
- Experience with GCC public sector or government-owned entity governance, procurement, and approval cycles.
- Familiarity with national data governance regulation in Qatar, UAE, or Saudi Arabia.
- Additional credentials such as MSP, PgMP, DAMA CDMP, or DCAM.
