About the Role
KEO International Consultants seeks an experienced Project Controls Manager with 15+ years in planning/scheduling/cost roles, preferably in the GCC region. The role involves managing master programmes, contractor schedules, and reporting for large-scale infrastructure projects.

Responsibilities
- Develop, review, and manage the master programme and detailed schedules for enabling and early works packages
- Ensure alignment between contractor programmes, interface milestones, and overall project timelines
- Review baseline programmes, updates, and recovery schedules submitted by contractors
- Establish planning standards, coding structures, and reporting requirements
- Monitor progress against approved programmes using earned value and schedule performance metrics
- Identify critical path activities, float consumption, and key risks to programme delivery
- Prepare planning reports, dashboards, and executive summaries for the client
- Support monthly reporting cycles and programme reviews
- Identify programme risks, constraints, and opportunities during enabling works
- Support mitigation strategies and sequencing improvements
- Provide planning input to change assessments, variations, and claims (including EOTs)
- Support forensic schedule analysis when required
Requirements
- Minimum 15+ years experience in a planning/scheduling/cost role preferably in the GCC region
- Bachelor Degree in Engineering
- Must have interchanges; highways, bridges projects experience
- Strong proficiency in Primavera P6, EVM, schedule risk analysis, and cost control methodologies
- Prior experience working for a global consultancy or Tier 1 contractor
- Experience in large scale infrastructure (e.g., highways, rail/metro, utilities, aviation, or mixed use developments)
- Strong understanding of project delivery models and contract structures (e.g., EPC, Design & Build, PMC)

- Demonstrating experience and capability in all aspects of planning and scheduling within the construction and engineering environment.

Qualifications
- Minimum of 15+ years experience in a planning/scheduling/cost role preferably in the GCC region.
- Experience in Microsoft Office, Primavera and Microsoft Project applications and a Bachelor Degree in Engineering is essential.
- Must have interchanges; highways, bridges projects experience
- Strong proficiency in Primavera P6, EVM, schedule risk analysis, and cost control methodologies.
- Prior experience working for a global consultancy or Tier 1 contractor.
- Experience in large scale infrastructure (e.g., highways, rail/metro, utilities, aviation, or mixed use developments).
- Strong understanding of project delivery models and contract structures (e.g., EPC, Design & Build, PMC).
