About Ektis
Ektis is a financial services consulting firm serving banks, fintechs, development finance institutions, and public-sector clients across the GCC.
Role overview
The Procurement Lead owns procurement for Ektis's KSA and UAE entities, is based in Saudi Arabia, and reports to the CFO.
The position builds a procurement function while delivering live sourcing, contract negotiation, supplier development, and process design.
Success is measured by savings and cost avoidance, contract quality and risk, purchasing speed, supplier-base strength, and procurement discipline.
Sourcing and contracting
- Own sourcing across third-party spend, from requirement definition through market approach, evaluation, negotiation, and award.
- Analyze spend by category, supplier, and entity; develop strategies for technology and cloud, subcontractors and associates, professional services, and facilities.
- Use competitive processes proportionate to value and risk, avoiding unnecessary steps for low-value purchases.
- Negotiate price, terms, service levels, and exit provisions; own contract templates and standard terms with legal counsel and the CFO.
- Maintain a contract register with renewal dates, notice periods, commitments, and owners; support client-side commercial work and flow-down of client terms.
Suppliers and procurement controls
- Build and manage the supplier base through onboarding, due diligence, segmentation, performance reviews, and structured reviews of strategic suppliers.
- Manage supplier financial, information-security, data-protection, insurance, and continuity risks; resolve disputes and performance failures early.
- Design and run a practical procure-to-pay process, procurement policy, approval thresholds, delegated authority, and segregation of duties.
- Keep purchasing accessible for urgent and low-value needs and maintain audit-ready sourcing, approval, and contract records across both entities.
Compliance and financial reporting
- Meet Saudi and UAE regulatory and tax requirements, including VAT treatment, withholding tax on cross-border payments, Zakat considerations, and supplier documentation.
- Apply Saudi in-country content and local supplier requirements where relevant to the firm or client contracts.
- Apply anti-bribery, conflict-of-interest, and sanctions screening in supplier selection and onboarding.
- Coordinate data-protection and information-security requirements with the technology function and suppliers.
- Provide the CFO visibility into third-party spend, committed cost, and forward commitments; evidence savings, cost avoidance, and margin protection.
- Support budgeting and forecasting with credible supplier-cost and contract-commitment input; challenge demand as well as price.
Requirements
- The role is based in Saudi Arabia and covers procurement for the KSA and UAE entities.
- Demonstrated ability to deliver hands-on sourcing, negotiation, supplier management, and procurement-process setup.
- Knowledge of Saudi and UAE regulatory and tax requirements, including VAT, withholding tax on cross-border payments, Zakat, and supplier registration and documentation.
- Ability to apply Saudi in-country content and local supplier requirements where relevant.
- Ability to apply anti-bribery, conflict-of-interest, and sanctions screening in supplier selection and onboarding.
- Ability to work with technology teams on data protection and information-security requirements for suppliers.
