Position: Planning Engineer

The Planning Engineer is responsible for developing, monitoring, updating, and controlling project schedules to ensure that civil and structural steel construction projects are completed within the contractual time frame.

The role involves planning, progress monitoring, delay analysis, resource forecasting, reporting, and providing management with timely information to support project decision-making.

1) Project Planning & Scheduling

a) Prepare baseline construction programs using Primavera P6 or equivalent planning software.

b) Develop detailed work breakdown structures (WBS) for project activities.

c) Establish project milestones, critical paths, and activity sequences.

d) Prepare procurement, fabrication, and construction schedules.

e) Develop recovery and acceleration programs when required.

f) Ensure schedules comply with contractual requirements.

2) Progress Monitoring & Control

a) Monitor project progress against approved baseline schedules.

b) Conduct regular site visits to verify actual progress.

c) Update project schedules based on site progress and project developments.

d) Identify delays, constraints, and potential schedule risks.

e) Track critical and near-critical activities.

f) Recommend corrective and preventive actions to maintain project timelines.

3) Structural Steel Planning

a) Monitor steel detailing, fabrication, delivery, and erection schedules.

b) Coordinate with fabrication workshops to ensure production targets are achieved.

c) Track material procurement and delivery status.

d) Monitor erection sequences and crane utilization plans.

e) Ensure fabrication and erection activities align with overall project milestones.

4) Resource Planning

a) Prepare manpower histograms and resource-loaded schedules.

b) Forecast labor, equipment, and material requirements.

c) Monitor resource productivity and utilization.

d) Identify resource shortages and recommend corrective actions.

e) Assist project management in optimizing resource allocation.

5) Delay Analysis & Claims Support

a) Identify project delays and assess their impact on the project schedule.

b) Prepare Time Impact Analyses (TIA) for variations and delays.

c) Maintain records of delay events, disruptions, and hindrances.

d) Support Extension of Time (EOT) claims preparation.

e) Assist commercial and project teams in substantiating delay and disruption claims.

f) Prepare impacted and revised project schedules.

6) Reporting

a) Prepare daily, weekly, and monthly progress reports.

b) Develop executive dashboards and project status reports.

c) Prepare S-Curves, manpower reports, productivity reports, and progress charts.

d) Present project status updates during progress meetings.

e) Provide schedule performance indicators and forecasts.

7) Coordination

a) Coordinate with project managers, site engineers, QA/QC, procurement, and subcontractors.

b) Obtain progress information from all project stakeholders.

c) Attend coordination and progress meetings.

d) Ensure alignment between construction activities, procurement schedules, and engineering deliverables.

8) Risk Management

a) Identify schedule-related risks and opportunities.

b) Perform schedule risk assessments.

c) Recommend mitigation measures to minimize project delays.

d) Monitor implementation of recovery plans.

9) Documentation & Records

a) Maintain all planning records and schedule revisions.

b) Keep records of approved baselines, updates, and recovery programs.

c) Archive project planning documents and reports.

d) Maintain logs of delays, variations, and critical project events.

10) Project Close-Out Support

a) Monitor completion activities and handover milestones.

b) Prepare final project progress reports.

c) Assist in preparing as-built schedules.

d) Support project close-out documentation.

11) Authority & Decision-Making

a) The Planning Engineer is authorized to:

b) Recommend schedule revisions and recovery plans.

c) Advise management on project risks and delays.

d) Request progress updates from project teams and subcontractors.

e) Highlight schedule concerns requiring management intervention.

12) Qualifications

  • Bachelor's Degree in Civil Engineering, Construction Management, or related discipline.
  • Primavera P6 Certification (preferred).
  • Minimum 5–10 years of experience in construction planning and scheduling.
  • Experience in civil works, structural steel buildings, industrial facilities, warehouses, factories, or commercial projects.
  • Strong knowledge of project controls, scheduling techniques, and delay analysis, EOT and Cost Claims, TIA.

  • Microsoft Project

  • Timely preparation and submission of project schedules.
