About This Role

Job Summary:

Responsible for managing and executing the company’s entire payroll function for staff and site employees. This role ensures accurate and timely salary processing, compliance with UAE labour laws, and coordination with HR, Accounts, and Project Departments for payroll-related data. The Payroll Manager will handle complex site workforce structures, timekeeping systems, and deductions while maintaining confidentiality and accuracy in all payroll operations.

Key Responsibilities:

  • Oversee end-to-end payroll processing for staff and site workers, ensuring accuracy and timely disbursement.
  • Collect, verify, and reconcile attendance, overtime, and leave records received from project sites.
  • Review site time sheets and ensure compliance with company policies and labour law requirements.
  • Maintain and update payroll master data including new hires, resignations, transfers, and salary revisions.
  • Calculate end-of-service benefits, gratuity, leave salary, and final settlements.
  • Coordinate with HR and Accounts for verification of salary details and cost allocations per project.
  • Handle payroll journal entries and ensure reconciliation with general ledger accounts.
  • Generate and review payroll reports for management and auditors.
  • Manage wage protection system (WPS) files and ensure compliance with MOHRE and UAE regulations.
  • Monitor and ensure accuracy in statutory deductions such as advances, loans, and penalties.
  • Resolve payroll discrepancies and respond promptly to employee queries.
  • Liaise with site administrators to ensure proper timekeeping and data flow from sites.
  • Maintain confidentiality of payroll data and ensure data integrity across systems.
  • Participate in audits and support internal control checks on payroll procedures.
  • Suggest and implement process improvements for efficiency and accuracy.

Qualifications and Experience:

  • Bachelor’s degree in Accounting, Finance, or Human Resources.
  • 15 or more years of payroll experience in a building contracting company within the UAE.
  • Candidates must have hands-on experience with Oracle Fusion.
  • Strong knowledge of UAE labour law, WPS, and end-of-service calculation.
