Job Purpose

  • The primary purpose of this role is to contribute to the development and maintenance of the DFSA’s policy framework which includes, but is not limited to:
  • developing the DFSA’s regulatory policy framework through distinct thematic research (including benchmarking with best regulatory practices and international regulatory standards and risk analysis and market understanding) in areas such as capital markets, funds, technology and innovation, digital assets, banking, insurance, AML/CTF based on organisational priorities; and
  • engagement and communication activities with a variety of private and public stakeholders via multiple communication channels (e.g., development of regulatory guidance materials, and, addressing internal and external policy questions).

Key Responsibilities

  • Developing policy:
  • Develop the DFSA’s regulatory policy framework following internal policy and legislative development processes, including preparing policy papers, presenting policy positions, drafting consultation papers, etc.
  • Analyse public consultation responses and preparing responses.
  • Interact with key stakeholders internally and externally (market participants, peer regulators, international standard setting bodies, industry associations) to formulate policy positions.
  • Change management:
  • Analyse the need for policy or strategic changes in a particular area.
  • Identify options and analysing the pros and cons of these options.
  • Internal and external engagement:
  • Develop and maintain an effective structure, including content, planning and operation of the Policy & Legal Division’s internal and external outreach, engagement and communication activities with a variety of internal and external stakeholders.

Eligibility Criteria

  • Bachelor’s degree in a relevant field. (e.g., economics, finance, law, international relations).

Minimum Experience

  • 5-7 years of relevant experience in financial regulation or in an industry setting.
  • Experience in and an understanding of the functioning of public authorities and international relations.
  • Experience in internal and external communications exercises.
  • Skilled in Microsoft Office and other communication tools.

Knowledge, Skills & Attributes

  • A broad understanding of the functioning of the financial services industry and government relations.
  • Understanding of policymaking and the role of policy and regulatory frameworks.
  • Ability to identify and select the most appropriate solutions for complex problems.
  • Ability to adapt to and think creatively on both familiar and unfamiliar issues and to use judgement to reach solutions.
  • Ability to think strategically and to translate strategy into action plans.
  • Understanding of risk concepts and the ability to apply these concepts to the work of a regulator.
  • Ability to communicate complex matters succinctly and clearly, both orally and in writing in English (Arabic desirable), to all types of stakeholders.
  • Capacity to multi-task and deliver high quality work in the context of demanding timescales.
  • Quick learner, who is curious and keen to develop new skills.
