The Senior Analyst, Infrastructure will spend the significant part of their time performing Regulatory Transactions within the Supervision Division.
This role will be responsible for ensuring that the Regulatory Transactions are completed in a timely and efficient manner in accordance with the risk associated with such transactions.
In addition, this role would provide administrative supports, such as handling external enquiries, internal coordination and data maintenance for the entire Supervision division.
Regulatory Transactions
- The Supervision Division receives a variety of Regulatory Transactions from the regulated entities submitted using the DFSA ePortal, located on the DFSA website.
- Each application submitted to the Supervision Division is reviewed to determine its level of complexity and the associated effort required to complete the task(s).
- The candidate will be responsible for executing high volumes of Regulatory Transactions for example:
- Authorised Individual approvals, including new applications, applications to amend the status of an existing Authorised Individual or withdrawing an Authorised Individual.
- Changes to the Controllers of a regulated entity i.e. changes to shareholding.
- Changes to the Scope of activities, a regulated entity is licensed to undertake.
- Modification to or waiving DFSA rules for a regulated entity’s particular circumstances.
- Withdrawing a regulated entity’s licence / registration with the DFSA.
- The Senior Analyst, Infrastructure will play an important role in assessing the complexity of these transactions and making appropriate risk-based decisions.
- Supervision of regulated entities
- A Senior Analyst, Infrastructure will also be a junior regulator focusing primarily in these areas:
- Complete to a high standard allocated work stream. These will vary in nature/complexity but mainly related to the risk-based supervision of regulated entities.
- Obtaining/processing data to display required outputs i.e., general management information or the highlighting of risks.
- Support and/or contribute to regulated entities’ risk monitoring and ensure compliance with supervisory service standards, processes and procedures.
- Handle regulated entities enquires to the Division.
- Support and/or contribute towards desk-based (off-site) reviews and thematic-event-driven reviews.
- Calculating the required fees levied upon firms for various regulatory purposes.
- Maintain the internal system records on regulated entities timely and accurately.
- Working on projects, namely around IT/systems development.
- Conduct due diligence assessments on firms/individuals using specialist software.
Production of Management Information
Produce Management Information on Supervision activities for use by both the DFSA Executives and the Board by designing, creating, implementing and maintain accurate reports.
Production of reports will be on a routine (standard) and demand (non-standard) basis.
Reports will need to be flexible and accommodate changes or amended requirements.
Educational Background
- University degree in a relevant field (e.g. Finance, Engineering, IT) is preferred.
- Evidence of continuing professional education relevant to target position would be considered a plus.
Professional Experience
- Minimum of 2-3 years of experience with a broadly equivalent role. DIFC experience would be considered a plus.
- Data analytical skills will be considered as an advantage.
Knowledge, Skills & Attributes
- A good knowledge of the financial services industry and its unique characteristics.
- Good understanding of the responsibilities/role of the regulator and appreciation of what it means to be a risk-based regulator.
- IT skills especially Business Intelligence software such as Microsoft Power BI, Dynamics 365, etc. with the ability to use the DFSA’s data for analysis, reports, and alerts.
- Knowledge of AML due diligence software.
- Excellent research and analytical skills with ability to apply judgment.
- Good time management skills embodied in a professional, diplomatic and ethical attitude.
- Good communication and presentation skills.
- Stakeholder management skills, including ability to engage effectively and confidently with international counterparts.
- Be able to work flexibly, autonomously, and co-operatively in a collaborative team environment.
- Willingness to expand technical knowledge through accredited training.
