Job Purpose

To contribute to the Markets Division's regulatory and supervisory responsibilities by supporting market surveillance activities, monitoring market abuse, overseeing issuer disclosure obligations, and supervising market infrastructure, including exchanges and clearing houses within the Dubai International Financial Centre (DIFC).

Markets Surveillance And Infrastructure

  • Support the delivery of the market surveillance function through the analysis and review of trading and order activity conducted in or from the DIFC, across both exchange traded and over the counter markets, to detect market abuse, mitigate market manipulation risks, and uphold the integrity and transparency of the financial markets.
  • Being able to use tools and systems that support market surveillance and monitoring functions.
  • Support the execution of the Market Monitoring Programme: This includes monitoring of issuers of securities’ (initial and on-going) market disclosures, ensuring daily sign-off of key logs, and managing the disclosure database.
  • Contribute to on- and off-site risk assessments for licensed exchanges.
  • Provide technical advice on a broad area of financial sector and market structure issues, specifically relating to the functioning of the secondary market for securities.
  • Provide input to the formulation of policy and/or rules concerning these matters, enforcement action, new products and identifying arising risks.
  • Preparation of Markets Management Information Reports including reports related to filings, notifications and reports made by Exchanges and Recognised Persons, breaches, disclosure-related issues, etc.
  • Contribute to the review of Authorised Market Institutions (AMI)/Alternative Trading Systems (ATS) licence applications and proposed changes to licence requirements made by AMI’s operating an exchange, clearing house or alternative trading system.

Eligibility Criteria

  • Bachelor’s degree in a relevant discipline, such as Business, Economics, Finance, Law, or a related field.
  • Evidence of continuing professional education relevant to target position.

Minimum Experience

  • 5-7 years of regulatory, compliance or risk management experience in a broadly equivalent financial services regulator and/or a regulated entity.

Knowledge, Skills & Attributes

  • Sound understanding of the responsibilities/role of the regulator and appreciation of what it means to be a risk-based regulator.
  • Good research and analytical skills.
  • Good people and time management skills embodied in a professional, diplomatic and ethical attitude.
  • The proven ability to comfortably draft internal policy papers and external communications is
  • essential.
  • Good communication and presentation skills.
  • A sound knowledge of the financial services industry and its unique characteristics.
  • Ability to effectively deal with internal and external stakeholders, a team player.
  • Excellent command of English, both written and verbal and the ability to apply brevity.
