Tasks and responsibilities
- Review geotechnical reports, soil investigation data, and topographical information for estimation accuracy.
- Lead complete estimation for civil works in 11kV to 400kV substation projects.
- Review tender drawings, BOQs, specifications, and client requirements.
- Prepare detailed estimates for materials, manpower, equipment, subcontracting, and indirect costs.
- Coordinate with engineering, procurement, planning, and construction teams during bid preparation.
- Analyze tender risks, contractual requirements, and project scope gaps; obtain and evaluate supplier and subcontractor quotations.
- Prepare technical and commercial bid submissions within deadlines.
- Lead tender kick-off meetings and coordinate departmental responsibilities and tender allocation.
- Develop rate analyses and productivity norms for civil activities; conduct site visits and pre-bid meetings when required.
- Support client negotiations and clarifications; maintain cost databases and benchmarks, review win/loss results, recommend improvements, and prepare tender handover documents.
Qualifications
- Bachelor’s degree in Civil Engineering.
- At least 15 years of experience in civil estimation for power or substation projects.
- At least five years in a managerial or lead estimation role.
- Strong experience in the UAE market.
- Familiarity with Abu Dhabi utility authority standards and tendering procedures.
- PMP certification is an advantage; Quantity Surveying or Estimation-related certifications are preferred.
Standards and project scope
- Estimation covers substation civil works for projects ranging from 11kV to 400kV.
- Applicable UAE utility standards include ADNOC, TRANSCO/TAQA, ADDC, and AADC where relevant.
