Tasks & Responsibilities
- Review geotechnical reports, soil investigation data, and topographical information for estimation accuracy. Lead and manage the complete estimation process for civil works in substation projects (11kV to 400kV).
- Review tender drawings, BOQs, specifications, and client requirements.
- Prepare detailed cost estimates including materials, manpower, equipment, subcontracting, and indirect costs.
- Coordinate with engineering, procurement, planning, and construction teams during bid preparation.
- Analyze tender risks, contractual requirements, and project scope gaps.
- Obtain and evaluate quotations from suppliers and subcontractors.
- Prepare technical and commercial bid submissions within deadlines.
- Lead tender kick-off meetings and coordinate responsibilities among departments.
- Develop rate analysis and productivity norms for civil activities.
- Conduct site visits and pre-bid meetings when required.
- Support management during negotiations and clarifications with clients.
- Maintain estimation databases, historical costs, and benchmarking records.
- Ensure compliance with ADNOC, TRANSCO/TAQA, ADDC, AADC, and other UAE utility standards where applicable.
- Manage end-to-end tendering activities for substation civil works projects.
- Analyze tender scope, commercial terms, and technical requirements.
- Coordinate internal kick-off meetings for tender allocation and planning.
- Track win/loss analysis and recommend improvements for future tenders.
- Prepare tender handover documents after project award.
Qualifications
- Bachelor’s Degree in Civil Engineering.
- PMP certification is an advantage.
- Quantity Surveying or Estimation-related certifications preferred.
- Minimum 15 years of experience in civil estimation for power or substation projects.
- Minimum 5 years in a managerial or lead estimation role.
- Strong experience in UAE market.
- Familiarity with utility authority standards and tendering procedures in Abu Dhabi.
