IT/Telecom Enterprise Architecture Senior Manager

Role overview

Key responsibilities

• Lead infrastructure operation, maintenance, and lifecycle management, ensuring high availability, reliability, and operational excellence.
• Manage the O&M contractor against contractual obligations, SLAs, KPIs, and project requirements.
• Lead a multidisciplinary team monitoring and auditing IT and Telecom assets and maintenance.
• Establish performance frameworks, monitoring tools, KPI dashboards, and reporting.
• Ensure proactive maintenance to maximize availability, minimize downtime, and improve reliability.
• Monitor fiber, communications, WAN/LAN, wireless, CCTV, passenger information, and related transport technologies.
• Oversee Data Center servers, storage, virtualization, backups, disaster recovery, and network infrastructure.
• Ensure cybersecurity compliance through risk management, vulnerability assessment, incident response, and security audits.
• Coordinate system operation and integration with stakeholders, contractors, consultants, and government authorities.
• Review technical and maintenance documentation, manage operational risks, support continuity planning, and enable upgrades and digital transformation.

Qualifications and experience

• Bachelor's degree in Electronics Engineering, Telecommunications Engineering, Computer Engineering, Information Technology, or a related engineering discipline.
• At least 15 years of progressive Data Center and Telecom Infrastructure experience in design, operation, maintenance, and management.
• Experience managing major infrastructure, transportation, smart city, or public-sector projects.
• Strong understanding of Data Center technologies, network architectures, telecom systems, and operational support environments.
• Knowledge of Saudi cybersecurity frameworks, regulations, and compliance requirements.
• Strong contract and vendor management, team leadership, analytical, stakeholder, communication, and reporting capabilities.
• Ability to manage KPIs, SLAs, asset maintenance, operational risk, and business continuity.
• Excellent written and verbal English; Arabic proficiency is an advantage.

Preferred qualifications

• Professional certifications in Data Center Management, Telecommunications, Network Infrastructure, Cybersecurity, or Project Management are advantageous.
• Transit, BRT, metro, rail, smart mobility, or ITS experience is preferred.
• Familiarity with international standards for Data Centers, Telecommunications, Cybersecurity, and public transport infrastructure is preferred.
